Appointed as a citizen member to complete the term of another member who resigned after moving outside the City limits and served as a citizen member until 2008. Served as a Council representative to the Plan Commission from 2008-2019. Re-appointed as a citizen member in 2020. Served as Secretary in 2004, Vice-President 2005-2007, President 2008-2019, Secretary 2020-Present. Reviewed City planning documents and hearing materials. Review and approve updates to the City’s Comprehensive Plan and to all planning-related ordinances (zoning, subdivision, etc). Review zoning district changes, subdivisions and development plans for compliance with Comprehensive Plan and City ordinances. Presided over Plan Commission meetings and represented Plan Commission (as Vice-President and President). Temporarily ran the department for several months in late 2011 through early 2012 during transition between Planning Directors.

President of the Garrett City Council 2008-2019. Conduct meetings in the absence of the Mayor. Member of the City’s Budget Committee. Council liaison to Planning Department from 2008 to 2019 and to Police Department from 2012 to 2019. Lead City’s Safe-Routes-To-School (SRTS) Committee and assisted consultant with preparation of grant applications (lead Travel Plan project, co-lead on Phases 1-3 infrastructure projects). Partnered with Garrett City Planning Director to update sidewalk standards and implement 50/50 cost-sharing program for joint citizen/City sidewalk replacement. Worked with consultant to completely inventory and inspect City sidewalk and sidewalk ramp assets for local programs, for SRTS and for the City’s ADA Transition Plan. Have been advocating with some success for the implementation of a scheduled vehicle replacement program to be included in the budget so the City can budget and save for the expense of vehicle replacement on a proactive rather than a reactive basis. Also have been advocating for the City to work toward more of a save-spend model of government for larger projects/purchases where possible rather than following the normal government model of borrow-spend-repay. Temporarily served as City's Acting Chief Executive from August 1 to August 17, 2015 during Mayor Tonya Hoeffel's medical leave of absence. Again served as Acting Chief Executive from Sept 6 to Sept 30, 2015 after Mayor Hoeffel's death until a replacement was selected by caucus to fill the vacant mayoral position. Chose to not run for re-election after my third term.

Responsible for the management of the DeKalb County GIS Department. Planned & coordinated initial GIS implementation including RFQs for software and data-conversion vendor selection. Developed and managed ArcSDE database schema in partnership with Auburn City representatives. Created & maintained various GIS datasets for County departments & several City GIS partners. Coordinated GIS data acquisition & maintenance between all DeKalb County departments. Developed applications/maps for use of GIS data such as sex offender residency map, floodplain management map, airport compatibility zoning overlay, and airport FAR Part 77 height limitation review. Handled all administrative, supervisory and budgetary functions of GIS Department.

Zoning Administrator (aka Building Commissioner). Director of the DeKalb County Plan Commission. Administered County zoning ordinances. Conducted development review and supervised permitting process. Co-managed creation of inter-governmental GIS partnership within County (County City GIS Committee – CoCiGIS). Handled all administrative, supervisory and budgetary functions of Plan Commission.

Began as part of Assessor's Office technical staff; promoted to First Deputy in September 1991. Researched and maintained assessment-related property record information. Maintained assessment maps using deeds, plats and surveys. Determined property assessment values using soils, land use and tax parcel data.

Researched drain and property record information. Mapped regulated drain and watershed locations. Compiled drainage assessment rolls including calculation of benefitted acres and assessment amounts for parcels. Assisted as field survey crew for drain surveys, watershed delineation and section corner recovery. Worked part time hours while attending high school and college school; full-time hours (under part-time status) during summer and longer breaks.

Jointly responsible with Airport Manager for leading the County’s change from operating as a Board of Aviation Commissioners to an Airport Authority as a way to more efficiently use airport funds on behalf of the public and as a way to move the airport toward a save-spend development model (rather than government's typical borrow-spend-repay model).

Was jointly responsible with the Airport Manager for preparing the Commission's annual budget for review and final approval by the Commission and by the County Council. Initially responsible for preparing and submitting the bi-weekly payroll and the monthly claim forms required for the County to pay Airport-related payroll requests and invoices submitted to the Commission. Duties changed to oversight of the payroll and claim processes once the Airport Manager assumed the responsibility for those processes. Service as Treasurer ended when the Board of Aviation Commissioners was dissolved and re-formed as the DeKalb County Airport Authority in Jan 2011.

Assisted MRBC Director in preparing annual budget and report. Acted as proxy w/ voting rights for DeKalb County Commissioner William C. Ort. Assisted MRBC Director with removal process for flood-threatened homes in DeKalb County. Worked with MRBC Director to improve/expand flood hazard area mapping in DeKalb County and to convert from paper FIRMs to GIS-based floodplain mapping. Remained in working contact with MRBC Director Rod Renkenberger for action on DeKalb County matters from the time I left the MRBC in January 2006 until I left the DeKalb County GIS Department in July 2014.
