The primary architect and visionary of the Idaho Education Network.The Idaho Education Network (IEN) is a statewide initiative to build a Virtual Private Network connecting all high schools throughout Idaho. The IEN increased bandwidth by up to 1000% in rural schools and has achieved fiber based services to over 92% of Idaho schools statewide. The IEN also installed custom designed interactive education video teleconference classrooms in each high school to facilitate equalizing educational opportunities for all Idaho students. The initial rollout of the network was completed a year ahead of schedule and 16% under budget. Over the first fours years total capacity increased from ~40 Gbps to ~88 Gbps and with fiber connections to over 92% of our schools. The IEN connected to every school in Idaho to the network's backbone and a Tier 1 Internet provider.The Interactive Education Video Teleconferencing Classrooms were the result of over 15 years of research and pre-IEN pilot programs. Teacher and student adoption of classes offered in this modality has grown exponentially and resulted in 100's of rural police and firefighters receiving training and 1,000's of high school students receiving dual credit and industry credentials. In the first five years, students (with a 98+% completion rate) have received college credits equivalent to over 571 years of college in the Interactive Education video teleconferencing classrooms. Based on the success of the the program, both Cisco and Polycom have worked to define and develop a video teleconferencing CODEC specifically designed for this learning modality.Wrote and awarded four (4) USDA Distance Learning and Telemedicine grants to fund the video teleconferencing classrooms for a total of over $2m.

Nuclear Machinist Mate: Completed machinist mate training, nuclear power school training (Mare Island) and prototype qualification (S1W Idaho Falls). While completing my nuclear qualification I was selected for the Navy Enlisted Scientific Education Program (NESEP). NESEP was a program that selected key enlisted petty officers to pursue engineering or science BS degrees at participating universities. I obtained my BS in math (numerical analysis) at the University of Washington in 1974 and received a regular commission as a line officer (1100).My initial duties after receiving my commission was to crypto/communication officer school, the first class of surface officer school, and assignment to the USS Wiltsie (DD-716) as the communication officer. While on the Wiltsie I certified as the Command Duty Officer (CDO), independent and fleet Officer of the Deck (OOD), completed my Surface Warfare Officer (1110) certification. My next duty station was as the weapons officer on the USS Sample (FF-1048) stationed in Pearl Harbor, HI. While on the Sample I completed two extended Western Pacific (West-Pac) cruises. Following my tour on the Sample is served as the repair officer for Commander of Naval Surface Group Pacific overseeing repair of all ships sailing to/from West-Pac.
