Facilitated the handling of over $70 B in commerce through the ports of South Carolina by maintaining federal navigation projects in the state. My staff surveyed, inspected, designed and monitored construction of navigation projects totaling approximately $13 M annually. - Sanitary Sewer Evaluation Study, Kenly, NC - Planning study for capital improvements. Identified/characterized sources of inflow/infiltration in 10 mile sanitary sewer network feeding 0.63 MGD municipal WWTP. Developed ArcGIS mapping database of surface defects identified through smoke testing. - Stormwater Drainage Study, Charleston, SC - Analyzed ArcGIS storm water data and developed a Hydrologic Engineering Center Hydrological Modeling System (HEC-HMS) model to identify key drainage problem areas for 3,015 acre installation. Developed engineering recommendations to resolve drainage problems.- Wastewater Treatment Plant, Gadsden, AL - Performed site civil design and sizing of unit processes for 1,600 g.p.m. wastewater treatment plant. Responsibility included grading and storm water control, secondary containment facility for waste disposal vehicle loading, influent screening head works, pump station wet wells, and aerobic treatment basin design. Supported process design through plant layout, selection of vendor supplied treatment equipment and instrumentation. Coordinated multi-disciplined drawing package developed specifications for civil and mechanical design components.- Commercial and industrial site development including grading, site layout, parking lot design, stormwater management, and planting schedules for pharmaceutical, retail, medical, hospitality, energy utility, biofuels, and food processing clients.

- Contracting Officer’s Technical Representative - Managed design portfolios and government procurement contracts with aggregate annual value of $7M for aids-to-navigation equipment.- Technical Evaluation Team – Developed specification and acquisition plan and documentation, review of contractors’ proposals and determination of best value to the government. Resulted in the award of three 5-year contracts for aids-to-navigation equipment, worth $34.9M.- Project Officer - Collaborated with project research advisor for design of new buoys by USCG Academy students. Project resulted in identification of potential failure mechanism and promising design alternatives for exploration as replacement/upgrade of exiting buoys.- Assisted in development of Coast Guard Civil Engineering program Professional Qualification Standards, outlining professional and technical competencies required of Coast Guard Civil Engineers. Finished document presents a streamlined training program for new members of the USCG Civil Engineering Program.

- Assistant Engineer Officer- Supervised 4 direct reports and approximately 45 technicians on 3300 ton oceangoing patrol ship. Responsible for operation, maintenance and repair of main propulsion and auxiliary shipboard systems and engineering projects; execution of hazardous waste management program, engineering training program, personnel evaluations, maintenance records; planning and execution of $270k annual budget. Efforts resulted in highest attainable certification of ship’s operational readiness in engineering. - Damage Control Assistant- Supervised shipboard emergency damage control force of 100+ personnel during actual casualties and training scenarios. Managed damage control training program and maintenance and repair of damage control equipment. Gas Free engineer, responsible for confined space entry program and routine or post-casualty atmospheric testing.- Received team commendation award for leadership role in mission critical replacement of $1M ship’s main gas turbine. Required coordination of 15-member team of engineering technicians and associated logistics to disassemble, remove, and install/reassemble refurbished engine. Accomplished in two weeks what routinely takes one month or more at similar units.
