About Brandon Hoffner

Brandon Hoffner is a life-long conservationist who has focused his education and career on protecting and restoring some of the West’s most idyllic landscapes and is currently the Executive Director of the Henry’s Fork Foundation in Ashton, ID. In ten years at the Foundation (with a lot of help along the way), Brandon initiated and completed the new HFF Community Campus, instituted new programs aimed at precision management of water resources to the benefit of wild trout and irrigators, and more than doubled the impact and budget of HFF. The Henry's Fork Foundation uses a science-based, collaborative approach to fisheries conservation across the Upper Snake Basin. Changes in anadromous salmonid federal endangered species listings, settlements between surface water users and groundwater pumpers, and a warming climate since HFF's inception have pushed the organization to look beyond the Henry's Fork to find solutions to growing problems. The Henry's Fork watershed is not managed in a vacuum.Born in an eastern Colorado farming community and educated at Colorado State University in Wildlife Biology and Rangeland Ecology, Brandon hones his skills with additional training in agricultural business management, GIS, federal processes such as NEPA, and contracting with private landowners to provide technical service for private lands management through the USDA-NRCS TSP program. Working for Colorado State University, Colorado Parks and Wildlife (formerly CDOW), Pheasants Forever, Wyoming Game and Fish, and the Rocky Mountain Elk Foundation, Brandon has participated in wildlife and fisheries research projects, secured conservation funding through grants or individual philanthropy and executed landscape level habitat restoration and permanent land protection projects. Additionally, Brandon has led the formation of small workgroups aimed at building collaboration between private entities, county commissioners, conservation districts, state agencies, and federal agencies to initiate, plan, and complete complex conservation projects. Brandon enjoys spending his time following his daughters around as they play a multiple sports and dance competitively. Both he and his wife end up coaching too!

The position assists in developing focus areas and plans where land projects will be pursued. From 2008 through 2011 there were 16 conservation easements completed. Over $8M was secured for future CO conservation easement projects through Colorado Parks and Wildlife programs in 2011.Stewardship - The Lands Program Manager is responsible for coordinating and overseeing the stewardship of over 80 conservation easements in Colorado and New Mexico. Also, manage and coordinate the record keeping and status of those CE’s with RMEF national lands and legal staff. Lands Transactions - The incumbent is responsible for assessing the priority for projects, determining the type of transaction, negotiating the terms and conditions and drafting conservation easement deeds. Handle conservation easement amendments as they arise, preparing and presenting appropriate documents and coordinating with all parties pertinent to the transaction. Contracting for appraisals, ensuring due-diligence and coordination of legal review is required.Agency and Organizational Interaction - The Lands Program Manager must effectively network with a variety of agencies, corporations, land trusts, conservation organizations, and individuals to seek projects and partnerships. Developed and negotiated the current NRCS/RMEF joint position located in Craig, CO.     Position is responsible for representing the WGFD in all facets of the WLCI (Wyoming Landscape Conservation Initiative) and participating on the Coordination Team (federal partner coordination team members from BLM, USFWS, and USGS are GS 12-13). The WLCI is a multiple partner initiative with representation from the county commissioners, local conservation districts, BLM, USFS, USGS, USFWS, and Wyoming Department of Agriculture. Additionally, partnership with private landowners, agricultural operators, energy companies, Intermountain West Joint Venture, NPS, Bureau of Reclamation, consultants, and the Jonah Interagency Office exist at various levels of the WLCI. The WGFD Coordinator is responsible for ensuring that communication and partnerships are present between all of the partners (even those relationships with negative history). The position is also responsible for creating a Strategic Plan, Operational Plan, ranking criteria, and other documents necessary to the WLCI. The WLCI Coordinator also works closely with staff from BLM and WGFD to craft assistance agreements necessary to implement WLCI habitat projects (various methods and techniques) and works with WGFD services division personnel to develop the necessary framework for conservation easements and provide funding for approved easements. Position is the lead for constructing and facilitating Local Project Development Teams in key geographical locations.
