Primarily served as a project leader for a strategic planning and deployment support contract for the Transportation Security Administration's (TSA) Office of Security Capabilities.Directing LeighFisher’s support of data analytics and the development of business intelligence tools for TSA's fleet of checked baggage explosive detection systems. This leadership position required research into the various data elements and formats available, development of new tools for analysis, and working with the client to determine the necessary format and content of outputs.Served as the task lead for the management of the TSA Planning Guidelines and Design Standards (PGDS) for Checked Baggage Inspection Systems. The purpose of the PGDS is to provide specific guidance on ways to implement these inspection systems while accounting for innovations in technology and processes to provide higher performance than earlier generations of installed baggage screening systems. Led analysis efforts for an improved methodology for determining peak baggage demand and a modeling effort to optimize resource allocation based on a new concept of operations. As founder and chair of the PGDS Industry Working Group, coordinated representatives of over 25 industry stakeholders such as security system designers, manufacturers, consultants, airports and airlines and facilitated quarterly meetings between the group and TSA participants.As risk based security procedures and security operations began to be implemented by TSA, consulted on the technologies and processes that could be used to transmit passenger risk information via boarding passes and bag tags to security equipment and TSA operators. Played a key role in developing a strategic plan for implementing risk based security concepts into the checked baggage screening program.

Produced sales revenue in excess of $7 million in less than 4 years.Led a project team developing a Credential Authentication Technology/Boarding Pass Scanning System (CAT/BPSS) for a TSA program designed to validate passenger credentials and travel documents at the security checkpoint. Responsible for all aspects of product development including sourcing components, developing vendor partners, assembly and testing of prototypes, and creation of training manuals.

Formerly Reveal Imaging Technologies - Collaborated with various airport, government, and regulatory personnel to design and implement the integration of Reveal’s reduced-size Explosive Detection Systems (EDS) into existing and new airports and other facilities, such as the U.S. Department of State. Personally responsible for a 6 airport proposal in Mexico awarded for $13.2 million. Performed market analyses, designed conceptual layouts, and created and delivered presentations for client meetings. Supported sales and marketing through industry conferences and presentations. Responsible for redesign and maintenance of the corporate website.

Provided efficiency analysis, process improvement, and decision support for the Customer Service Division, encompassing all passenger, cabin, ramp, and baggage services. Created the methodology for and managed the production of an automated data collection system that provides real-time passenger transaction, arrival time, and point of contact statistics. Also served in an Airport Security Processes role, representing the airline’s interests in airport baggage system design meetings around the country by evaluating costs and the associated performance benefits of new baggage screening proposals.
