About Brandy Huston

I've worked in environmental roles at the Texas Department of Transportation for over 15 years. What started as a part-time, college job to assist with drafting turned into a long-term career with many twists and turns. I was a general environmental project manager, then specialized in social and economic analyses. I developed expertise in analyzing how transportation projects influence land use and development, how their impacts spread out in time and distance, and how they contribute to the overall status of the resources they affect (indirect and cumulative impacts, in NEPA-speak). I analyzed legislative proposals and new regulatory requirements and found ways to implement them. I participated in research projects and got involved in national research initiatives. Eventually, I focused on overall environmental policy and process improvement. I developed concepts, led teams, and managed projects to incorporate new requirements, identify opportunities for improvements, and develop and implement initiatives intended to make the environmental process more efficient and effective. Now, I've returned to my previous areas of expertise with the intent of bringing my experience in improvement and innovation to projects affecting our communities.

Major accomplishments include:I spearheaded the implementation of new legal requirements, resulting in a complete overhaul of business processes and administrative rules. I led an interdisciplinary team, and managed the project from concept through implementation. I presented new processes, trained practitioners, and provided coaching and problem-solving for implementation challenges. I coordinated reviews of proposed legislation with up to 20 subject matter experts for four legislative sessions, with an average of approximately 150 bills per session and an average turnaround time of two days. Approximately 95% of reviews were completed on time. I trained subject matter experts prior to each session. I also trained analysts and managers from other divisions for the 2013 session, which followed organizational restructuring and involved many new people in the process. I served as a mentor for new legislative coordinators during the 2013 session, and received an Outstanding Performance Award for my efforts in this session. I conceptualized a decision-making tool to help practitioners identify regulatory triggers and next steps to comply with more than 60 disparate laws, regulations, and other requirements involved in the environmental process. My goals were to assist in development of more accurate project scopes, facilitate early recognition of consequential changes in projects, provide consistency statewide, and allow practitioners to focus on how to address issues rather than merely identifying them. I elicited specific requirement triggers for all requirements from 18 subject matter experts, mapped all decision paths, identified overlaps and dependencies, and determined content and functional logic necessary to identify all applicable requirements by the shortest possible path. I developed a representational model prototype and requirements documentation with assistance from the subject matter experts.

Key accomplishments include: I researched existing literature and adapted existing approaches to establish a process for analyzing indirect impacts of transportation projects, emphasizing impacts relating to land use and development. National guidance and that used in other states did not account for differences in typical highway design or the variability in land use practices in Texas. I developed guidance for highly complex analyses and obtained buy-in from stakeholders. I also provided technical assistance and feedback on analyses produced using the guidance. I assumed responsibility for managing an $800,000 contract in progress. I identified that the work to date was off-target. Although approximately two-thirds of the time and budget were spent, work was only 40% complete and had limited utility. I corrected the incorrect invoicing practices, revised existing work authorizations and issued new ones to guide the consultants to provide better results. The project was completed with minimal change in budget, no change in a critical timeline, and the final products met agency needs and external requirements.

I was responsible for managing both individual projects and a portfolio for on-time completion of environmental tasks for approximately 40 simple projects and 8-10 complex projects per year. I was the junior member of a small staff. My most significant accomplishment during this time was covering the workload for several months when the lead worker had medical issues and other staff members had resigned.
