I began my career as a Labour officio in 1989, where I received comprehensive training in Safety Law and focused on enforcing safety regulations and providing assistance to prosecutors in prosecutions. In 1993, I made the decision to transition to the private sector in order to expand my experience in health and safety.I joined the French Contractor, Dragages, in 1993, where I played a pivotal role in developing the company's Safety Management System and overseeing site operations. Over the course of 14 years, I successfully completed 23 mega-sized projects and held the position of "Deputy Corporate QSE Director," responsible for managing the quality, safety, and environmental aspects of the company.In 2010, I was invited to join Gammon as the Head of Safety for the JV - Iconic Tamar Development Project. The following year, I was appointed as Gammon Divisional Manager of the Building Division, overseeing 15 building and A&A projects and managing a team of 27 staff members.In 2013, I was promoted to the Group Level as the "Group System Assurance and Quality Manager," where I had the responsibility of overseeing all HSEQ (Health, Safety, Environment, and Quality) related assurance functions for Gammon in Hong Kong, Macau, the PRC, and Singapore. During my tenure, I established Gammon Group's HSEQ Policy, Standards, and Procedures and conducted audits to assess their effectiveness. I also obtained eight new ISO/CE certificates for the Group, bringing the total to 29 ISO/CE certificates for Gammon.In 2018, I was invited to join the Airport Authority Hong Kong – Third Runway Division as Senior Manager, Safety, where I assumed the role of Head of Safety managing over 40 contractors and services providers for the safe delivery of the HK$ 141.5 billions Three-Runway System (3RS) project. Leading a team of 35 individuals, I have been instrumental in developing the Safety Management System and Culture (VCommit), (including Temp Work Management, ESSW, UU Management Plans and Safety ITP System), revising Safety Specifications, and creating safety standards and procedures. Additionally, I have been appointed as the AAHK - Third Runway Division Safety Representative, COVID-19 Coordinator, Lead of 4S and Supervising Manager of Safety Interns.Being a key and long-term player of the Hong Kong Construction Safety Industry, I have extensive and bold personal network with majority of the key stakeholders such as the government, consultants, contractors, universities, professional institutions, suppliers, trade and workers' unions.
