Breandan works with utility cooperatives, public power utilities and state agencies to secure just and reasonable wholesale and retail rates. He leads the GDS utility cost of capital practice area and provides expert witness testimony, analysis of utilities’ current cost of capital and is regularly involved in technical and settlement conferences. Additionally, Breandan works to support clients through the review and challenge of wholesale transmission and production cost-of-service rates, ancillary service charges and retail rates. Breandan has testified at hearings before FERC and the Florida Public Service Commission.Breandan provides clients with thorough, well researched and rich expert testimony and analysis. He has gained significant experience regarding FERC precedent which adds additional context and color to the cost of capital positions he presents in FERC proceedings.Breandan supports clients in the following cost of capital areas:1.
