About Breda Leyne

A freelance consultant since 2003 Breda has specialised in vocational learning and skills development but has a wider portfolio. 2023 saw the publication of a Code of Practice for the Law Enforcement Data Service (LEDS), on behalf of the Home Office and College of Policing. Most recently Breda has launched #SigningBanks.UK though her social enterprise, ESquared. Breda has worked with various public sector agencies in defining staff development and career pathways; in particular she has engaged as a consultant on several policing programmes for the College of Policing and the Home Office. She was commended for her contribution to the Policing of the Olympic Games in 2012. Breda has facilitated development and delivery of apprenticeships and work-based learning. As a Senior Associate with the Strategic Development Network she has supported the implementation of the new T Levels having worked extensively with Apprenticeship Standards in England. She has delivered management support to providers with a particular focus on quality assurance, employer engagement, and utilising LMI. She has broad sector expertise in accreditation, including advising on changes in qualification, strategy and funding. She devised the Sector Qualification Strategy for People 1st the sector skills council for Hospitality, Leisure Travel and Tourism Health and Social Care. Internationally she has worked in Malawi South Africa, Macedonia, India and Saudi Arabia.Breda is Prince2 trained and has also worked on several different assignments as Project Manager.Breda has provided coaching and mentoring for start up businesses and students at two universities. She is a member of CMI. As an advocate for young people and disadvantaged groups she runs a social enterprise ESquared (E2) Enterprise and Employability. She is a Trustee for the National Youth Agency and chairs the Education and Training Standards committee, which validates professional learning for Youth Work.
