At the end of 2003 to 2007, I joined the Asturian Federation of Municipalities (FACC) and the Asturian Network for Rural Development funded by the European Union, as Director of the Department for International Relations with the European Union and acting as the Head of International Municipal Relations and participating in the creation of International Cooperation Networks and Partnerships, promoting the creation and development of strategies and projects between municipalities from Asturias and other regions and countries. I was responsible for creating the Office of the European Union "Europe Direct”. I also has also participated in the European funded Program Leader and Proder, promoting entrepreneurship initiatives and development in Rural Areas.In parallel I was also Responsible for the Transnational Projects for the Regional Government Programme Leader+ and Proder Programme through the Network of Rural Agencies READER.

In 1976 I joined the Chamber of Commerce, Industry and Navigation of Oviedo as Head of International Relations and European Projects, taking responsibility until the end of 2002 of relations with the European Union, seeking financing for the design, development and management of projects funded by the European Union and other International bodies, participating and managing more than 60 projects in Europe, Russia, Palestine and China. I have also been Advisor to the European Chamber Network (Eurochambres), the Superior Council of Chambers of Commerce in Spain, the Administrative Unit of the European Social Fund and the Eurexcter European Territorial Development Network with the University of Oviedo. I was also an Evaluator for the European Union Leonardo da Vinci Programme and Youthstart.
