Served as the lead staff person for Medicare Part B and the Part D prescription drug benefit. Advised the Health Policy Director on policy and strategic matters.

Supervised a staff of six to oversee health policy in the areas of Medicare, Medicaid, private insurance, and human services programs. Advised Chairman Grassley (R-IA) and led the effort to advance policy initiatives related to these programs, including COVID-19 pandemic response, health care "extender" policies, prescription drug reform, rural health care sustainability, maternal health improvements, and individual Committee member priorities. Contributed to the enactment of numerous laws, including the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Coordinated with Senate Finance Committee member offices, other Committees, Leadership, White House, Department of Health and Human Services, and Centers for Medicare and Medicaid Services.

Served as a lead staff person for Medicare Part B and Part D, including legislative and executive branch efforts. Served as a resource to Finance Committee member offices, other members, and Leadership. Worked closely on policy issues with Congressional support organizations, Department of Health and Human Services, and Centers for Medicare and the Medicaid Services. Contributed to the enactment of numerous laws that: address the opioid and substance use disorder epidemic; improve treatment of beneficiaries with chronic conditions; strengthen Medicare; reduce federal expenditures; and advance priorities of individual Committee members.

Served as the lead staff person for: Medicare Part B issues, including payment systems for physicians, physician-administered drugs and biologics, hospital outpatient departments, ambulatory surgery centers, dialysis facilities, and durable medical equipment; alternative payment models aimed at improving quality of care and lowering overall health care costs; and health information technology issues. Contributed to the enactment of numerous laws that: provided temporary relief to physicians from Sustainable Growth Rate (SGR) formula payment reductions; established a permanent SGR fix through the Medicare Access and CHIP Reauthorization Act (MACRA); and advanced priorities of individual Committee members. Contributed to efforts to make Medicare structural reforms to ensure the program remains viable.

Advocated on behalf of physicians specializing in internal medicine and its subspecialties for payment and delivery system changes, including use of the patient-centered medical home to improve care quality and decrease health costs. Maintained knowledge of the Medicare program to work with federal agencies and Congress. Drafted comments on federal regulations and wrote testimony for public meetings and Congressional hearings. Provided staff support to a national committee of physicians that focused on interaction with public and private payers. Wrote policy papers on priority issues.
