As the Director of Construction Management I was responsible for high-level management of the Thruway Authority's capital construction program. This included setting policy and procedure for statewide administration of capital construction projects, providing guidance to Division Construction Engineers on program administration, analyzing & providing determinations on disputed work, quality management on statewide Design-Build contracts (Conversion to Cashless Tolling and 27 Service Area Replacements), selection of and negotiation with Consultant Engineering firms for Construction Inspection agreements, and advising the Office of Design on constructability, contract requirements and proper use of specifications. I also worked with the Chief Engineer and other Directors to determine Construction Management staffing needs based on the five year Capital Plan.Prior to serving as the Director of Construction Management I served as the Albany Division Maintenance Engineer and as the Construction Supervisor with the Albany Division Construction Management office. As the Maintenance Engineer I was responsible for managing the Division's highway and bridge maintenance program. This included planning, directing and coordinating the Division's highway and bridge maintenance activities, performing engineering analysis and design for highway and bridge repairs which could be performed by Thruway Maintenance personnel, working with the Office of Design to add repairs which could not be performed in-house to the capital program, provide QC oversight and guidance of maintenance repairs and activities, and managing resource allocation. Additionally I worked with Personnel office and the Unions to resolve issues including promotions, hiring, grievances and employee discipline.As a Construction Supervisor I managed several projects each year, working with the EIC's to ensure conformance with the plans & specifications and proper recordkeeping. I also performed QA functions.

As a Construction Supervisor I was responsible for the management of multiple contracts each year, working with the EIC's to ensure contracts were progressed in conformance with the contract plans and specifications. This included providing guidance, direction and mentoring to the EIC's and working with the EIC and the Contractor to identify and resolve issues before they became disputes. My responsibilities also included negotiating agreements with Consulting Engineering firms for Construction Inspection, review of preliminary and advanced detail plans and providing comments to the designers, and providing QA oversight for both in-house EIC's and consultant Resident Engineers. Prior to my position as Construction Supervisor I held the position of Office Engineer and Construction Inspector where I was responsible for quality control of the contractor's compliance with the plans and specifications as well as project recordkeeping.Prior to transferring to the Region One Construction Management office I served as a bridge designer in the Region One Structures Design group for five years where I was responsible for the design of multiple bridge rehabilitation and replacement projects. I also provided support during the construction phase of these projects by assisting the EIC's with any design related questions or issues which may arise as well as review of structural shop drawings.
