Serve as part of the leadership team advising Assistant Attorney General Olsen in overseeing the National Security Division (NSD) at the U.S. Department of Justice. Created in 2006 by the USA PATRIOT Act, NSD consolidated the Justice Department's primary national security operations to carry out the Department’s highest priority: protecting the United States from threats to our national security by pursuing justice through the law.

Professional Staff Member responsible for legal, legislative, and parliamentary issues involving the committee with oversight responsibility for the Intelligence Community. Matters worked on include: the yearly Intelligence Authorization Acts, cybersecurity information sharing legislation; data security, data privacy and surveillance authorities available to the Intelligence Community; financial intelligence and threat finance; energy security; and military intelligence issues.• Provide legal counsel to Vice Chairman Warner, members of the Committee, and their staff designees on legislation as well as on developments taking place across the national security realm of the U.S. Government.• Focus on oversight and compliance with statutory direction provided by the Committee and on the intersection of national security and evolving technologies in the fight against terrorism.• Assist in the promulgation of legislation to include the Intelligence Authorization Act.

Provided legal counsel to Vice Chairman Feinstein, members of the Committee, and their staff designees on legislation as well as on developments taking place across the national security realm of the U.S. Government. Assisted in the promulgation of legislation to include the Intelligence Authorization Act of 2016 and 2017 and the Cybersecurity and Information Sharing Act.

Provided legal counsel to senior leadership and staff, with particular focus on: intelligence law; oversight and compliance; handling of U.S. person information; litigation; congressional affairs; and cybersecurity.

During my tenure I served in two practice groups. Between March 2010 and January 2013, I served as a Legislative Attorney in the Legislation Practice Group. In this position, I was responsible for advising the Legislative Affairs Office on pending and prospective legislation and provided counsel to senior agency officials, assisting in briefing Congressional staff on issues including cybersecurity, counterterrorism, and the Foreign Intelligence Surveillance Act (FISA). Subsequently, between January 2013 and March 2014, I served as an Attorney in the Intelligence Law Practice Group in which I served as lead attorney on a variety of high-priority U.S. signals intelligence activities, to include directly advising operators and senior agency leaders during mission-critical events, negotiating formal interagency agreements, and preparing court applications, compliance reports, and congressional notices. Finally, between March and May 2014, I was selected to serve as key advisor to the Chief Legal Officer of the Agency, Raj De, and member of the Front Office. In this position, I represented the agency in coordination with senior executive policy makers and attorneys across the U.S. Intelligence Community and Executive Branch, to include the White House, Department of Justice, and Department of Defense, as well as relevant Congressional Committees and the Foreign Intelligence Surveillance Court.

Served as Counsel to Review Group assembled by President Obama in August 2013 stood-up to advise the President on how, in light of technological advancements, the United States can employ its technical collection capabilities in a way that protects national security and advances foreign policy while respecting commitments to privacy and civil liberties. Worked directly with experts at the highest levels of national security, intelligence, oversight, and privacy and civil liberties to review our intelligence and communications technologies and provide legal counsel. Group issued report entitled “Liberty and Security in a Changing World” setting forth 46 recommendations, several of which were adopted by the Administration.

Conducted commercial review and due diligence of proposed overseas acquisitions of domestic corporations for the interagency Committee on Foreign Investment in the United States (CFIUS) process. Drafted successful proposal to host a symposium for DHS analysts on privacy and civil liberties.

Worked in District Court handling misdemeanors and minor felony offenses. Subsequently assigned to work on policy and state legislative matters in the front office.

Participant in the Anti-Terrorism Advisory Council. Drafted the Government’s Request for Jury Instructions in an export control matter, a Supplemental Memorandum of Law in Opposition to Defendant’s Motion to Suppress submitted to the U.S. District Court of Massachusetts in U.S. v. Mousli, Crim. No. 05-10033-JLT, and a prosecutive memorandum in U.S. v. Boskic.

Advised lead attorney on National Response Plan. Drafted memoranda on firearms policy, regulations and analysis for field operations. Reviewed Title III wiretap surveillance warrants for the Foreign Intelligence Surveillance Court.

Participant in negotiating team that established framework to share Passenger Name Record (PNR) data. Briefed former Secretary Tom Ridge and Deputy Secretary Admiral James Loy on international security matters. Drafted public remarks for the Deputy Commissioner for the Bureau of Customs and Border Protection.

Selected as one of six recipients of the distinguished Harold Rosenthal Fellowship in 2002. In my position, I conducted research on legislation that eventually resulted in the largest federal reorganization since the 1947 and drafted memoranda on biological weapons, nuclear proliferation, and homeland security.

In this position, I advised the Congressman on such issues including health care, the judiciary, the environment, and the Middle East. During my tenure, I drafted legislation to allow Medicare to reimburse specific health care professionals for Vision Rehabilitation Services and spearheaded a national campaign to promote passage of the measure and helped form the Congressional Caucus on Community Health Centers.
