Consultant
Served as a subject matter specialist on dialogue and strategy to improve the performance of corrections staff and stakeholders. Worked within the correction structure to resolve business issues and implement solutions in organizational effectiveness/development, strategic planning and process improvement on the district and regional level. Served as a change agent, coach, educator or facilitator throughout the state of Virginia.Commonwealth of Virginia began an ambitious effort to transform the way it helps ex-offenders successfully return to their families and communities, and joined in a partnership with the National Institute of Corrections (NIC) to provide financial and technical support for the initiative. One of the unique features of this initiative is the central role being played by a set of innovative practices known as “dialogue.”The goal of dialogue is for people to talk and think together to develop a shared understanding about where they are in order to develop a common vision of what they might do next. One of the main themes of dialogue is full participation in the most active sense of the word — everyone must be engaged in the process and, through engagement, should be actively involved in designing and redesigning the process as it unfolds. To assist in implementing dialogue in Virginia, the DOC and NIC turned to two experts in the field with whom DOC Director Harold W. Clarke had worked before: Peter Garrett and Jane Ball, who had both used dialogue practices extensively in prisons in the U.S. and the United Kingdom. Both serve as trainers for department staff and coaches for those who have been trained, as well as advisors to the executive staff implementing the practices throughout the system.Dialogue Practices Help Transform the Virginia Department of Corrections, Christopher A. Innes and Harold W. Clarke, 2013

Worked within the correction structure to resolve business issues and implement solutions in organizational effectiveness/development, strategic planning and process improvement on the district and regional level. Served as a change agent, coach, educator or facilitator throughout the state of Virginia. The purpose of the EPICS model is to teach probation and parole officers how to apply the principles of effective intervention (and core correctional practices specifically, including relationship skills) to community supervision practices. The core correctional practices (or competencies) are organized into an overall framework to assist with the application of specific skills within the context of community supervision. The EPICs model is designed to use a combination of monitoring, referrals, and face-to- face interactions to provide the offenders with a sufficient “dosage” of treatment interventions, and make the best possible use of time to develop a collaborative working relationship. The EPICS model helps translate the risk, needs and responsivity principles into practice. Community supervision officers are taught to increase dosage to higher risk offenders, stay focused on criminogenic needs, especially the thought-behavior link, and to use a social learning, cognitive behavioral approach to their interactions. The EPICs model is not intended to replace other programming and services, but rather is an attempt to more fully utilize officers as agents of change.
