Manage a team of Desk Officers and Liaison personnel instituting plans and initiatives at the direction of the Special Agent in Charge and Headquarters Senior Executives In response to the Nation’s pandemic the Coronavirus Aid, Relief, and Economic Security (CARES) Act, infused approximately $260 billion for the federally funded Unemployment Insurance (UI) benefit program. I collaborated with headquarters personnel and instituted a ground up response utilizing the Headquarters hotline personnel to triage complaints in order to manage the large amount of complaints that would regularly be handled at the Regional level. DOL, Employment and Training Administration (ETA) conservatively estimated the fraud rate related to CARES ACT at $9.15 billionBy managing a joint DOL/contractor team of 12 criminal data analysts, I utilized consolidated data covering 54 State Workforce Agencies (SWA) collected through IG subpoenas to cross check ID Theft victim reports to determine losses and large scale conspiracies. On average over 700 complaints would be completed on a weekly basis either assigning cases to the field or back to the SWA for further investigation.

I am responsible for initiating, planning, developing, and conducting criminal, civil, and administrative investigations concerning fraud, waste, and abuse of DOL programs and labor racketeering matters. My investigative duties include interviewing witnesses and interrogating suspects, serving subpoenas, preparing valuable clear and concise written reports of investigation and affidavits in a timely manner, executing search and arrest warrants, developing sources of information, monitoring and recording Title III and consensual conversations, collection of evidence, conducting and managing undercover operations, conducting surveillance missions and presenting all indicated and developed information to supervisors, relevant commands, attorneys and courts.I have been assigned as a Peer Mentor, through the DOL-OIG Mentorship Program. As a mentor to one agent I oversee, guide, lead, and provide direction to the agent. As an informal organizational leader, I provide expertise on investigations, technology and policies, through advice, counsel, and instruction. I have participated in and led multiple Secretary of Labor protection details over the years. Due to my experience, I have been called upon to assist in the planning and implementation phases for several protective missions, including the selection of personnel for detail positions and locations, route reconnaissance, advances, conducting various local meetings, and reporting serious threats.

I completed the 15 week Apprentice Special Agent Course (1997), which trained me in various criminal investigative techniques and education to include jurisprudence, evidence collection and preservation, crime scene processing, interviewing and interrogating, report writing, firearms training and unarmed self-defense tactics. As a CID Special Agent, I conducted highly sensitive and complex cases in major crimes (including arson, assault, bribery, burglary, child abuse, criminal fraud, death investigations/manslaughter, narcotics violations, sabotage, rape sexual assault, and other violations of the Uniform Code of Military Justice (UCMJ) and other Federal statutes and regulations. As the first Sergeant to hold the position of Evidence Custodian, I ensured the safety and security of over 1,000 pieces of evidence. Maintaining chain of custody and control was a priority in my position.I was named one of two team chiefs of the office. I supervised, managed, advised and directed three younger CID agents and an On the Job Trainee intern I recruited myself to the team. As a team leader, I reviewed the agents work product providing weekly guidance and support to assist in the successful completion of their assigned investigations. My efforts, leadership, encouragement, and collaboration with the agents and OJT realized a successful solved rate of 94% involving over 90 investigations.In my time with CID, I conducted numerous high level briefings to Commanding Generals in local and combat environments. I was selected as the Point of Contact for the Commanding General briefings while deployed to Bosnia-Herzegovina, updating the General of the Multi-National Division North, Operation Joint Guard/Forge on current and solved investigations conducted in his theater of operation.
