Brian Allen is a Civil Designer at Lochsa Engineering. Colleagues describe him as "I have had the pleasure to have Brian as an employee for many years. He has continued to grow as an engineer and design professional. We have had to opportunity to work on many great projects together. Brian and I worked closely together during the construction of the CityCenter development in Las Vegas, NV. CityCenter is a 16,797,000 SF mixed-use, urban complex of 76 Acres located on the Las Vegas Strip. With a total cost of approximately $11 B, CityCenter is the largest privately financed development in United States history. Lochsa Engineering was the Civil Engineer for all of the Civil improvements at this development. While I was the Engineer of Record, Brian was responsible for much of the day-to-day design efforts necessary to make this project a reality. Brian was an integral part of the design of CityCenter Civil improvements including the drainage study, grading plans (with a mass excavation of more than 1,000,000 CY), coordination of dry utilities, including high pressure Gas mains, Telecommunications, Cable and Electrical including a 138 KVA Electrical Substation, as well as Transmission and Distribution duct banks. Design also included 2,500 LF of public 24” ductile iron water main, 3,000 LF of public 48” sanitary sewer main at a depth of over 25’, 5,500 LF of storm drain and associated inlets and structures. Work also included the pavement of 3,000 LF of Las Vegas Boulevard, 2,500 LF of Harmon Avenue, 5,500 LF of Frank Sinatra Avenue and over 500,000 SF of hardscape and landscape. Design of the four (4) Traffic Signals and traffic signage and striping was provided. The Civil construction work scope totaled over $150 M. Brian was aware of all issues that could impact project schedule or cost, and he actively worked WITH the contractor, the municipal agencies and the owner to achieve practical solutions to the benefit of the project. Brian helped to compress the Civil work as necessary and achieve the project opening date required by the owner despite tremendous hurdles. He approached the project with honesty and integrity and his efforts were in part responsible for the success of the project. ken"
