Puerto Rico Silver Jackets Team named “Team of the Year for 2020”! Starting May 2019, assumed role of leading the Puerto Rico & US Virgin Island Silver Jackets program for the Jacksonville District, USACE. Silver Jacket Teams are located throughout the country and territories to bring together multiple state, federal, and tribal and local agencies to learn from one another and apply shared knowledge to better prepare for and avoid risks from flooding and other natural disasters, and to enhance response and recovery efforts when such events do occur. Newer issues include trends related to increasingly intense storm impacts associated with Climate Change and Sea Level Rise. Sharing evolving data and best practices is essential to reducing losses to property, health, and safety and also critical infrastructure.

The National Disaster Recovery Framework introduces six Recovery Support Functions (RSF) that are led by designatedfederal coordinating agencies at the national level. RSFs involve partners in the local, state and tribal governments and private and nonprofit sectors not typically involved in emergency support functions but critically needed in disaster recovery. These new partners may include public and private organizations that have experience with permanent housing financing, economic development, advocacy for underserved populations and long-term community planning.Infrastructure Systems RSF - Coordinating Agency: U.S. Army Corps of Engineers The Infrastructure Systems RSF works to efficiently facilitate the restoration of infrastructure systems and services to support a viable, sustainable community and improves resilience to and protection from future hazards.

Managed remediation process for multiple project elements on 1,200 acre coastal Superfund site at Quonset Point, Naval Construction Battalion Center. Oversaw Navy work effort in coordination with EPA Region 1 for detailed subsurface investigation including bedrock, soils, and groundwater. Resolved conflicts and streamlined methodologies for performance-based solutions. Managed numerous Brownfield Project Sites throughout the state. Served on a Study Focus Group within RIDEM on the chemical Perchlorate via EPA grant funding.• Implemented measures for improved stakeholder communication• Reduced processing time for regulatory actions by half • Promoted technical innovation and accelerated economic redevelopment

Responsible for all geologic field aspects related to the Narragansett Bay Commission's (NBC) Providence Combined Sewer Overflow (CSO) Project; This included geologic bedrock tunnel mapping and collection of bedrock samples from the underground tunnels and associated underground Pump Cavern. Approximately 3 miles of tunnel mapping was performed 250 feet below the ground surface. Maps were submitted to the design team on a daily basis.Performed around-the-clock seismic vibration monitoring at the ground surface and at times below the ground surface for the 24 hour drilling and blasting program for the CSO. This drilling and blasting program featured over 1,200 blasts over a 2.5-year period. Hydrophone seismic surveys were also performed in waterways when blasting occurred below the bodies of water. Submitted daily vibration monitoring reports and provided analysis of over 2,000 bedrock samples obtained from the tunnel. Often met directly with the private homeowners, public and private businesses that were impacted by the project running beneath their properties or businesses.

Performed multi tasking within the numerous companies owned by the Venture Capital firm. This included Operations Manager for a Computer Tech Company, a Toy Company, a Promotional Products firm and Merchandise Manager for the North Shore Spirit Professional Baseball Team's 2003 Inaugural Season. Dealt directly with customers, vendors and the public on a daily basis.

Subsurface exploration observation and sampling experience includes:Performed geologic mapping of bedrock outcrops.Observed Subsurface Drilling and performed rock core logging for geotechnical applications.Observed Subsonic Drilling and installation of deep groundwater monitoring wells.Prepared daily field reports of sampling protocol and logs for samples collected in the field.
