Oversees the Worldwide Aviation Support Services contract to ensure that the contractor provides services in accordance with established standards. Responsible for supervision of the Air Wing government and contractor staff and the Contracting Officers Representative executing an operations, maintenance and logistics support contract for 99 active aircraft flying in Southwest Asia, South/Central America and Africa and 23 additional aircraft undergoing depot level maintenance/modification in the United States. Manages the Air Wing Integrated Process Teams to address new cross-functional requirements, projects and acquisitions. Guides and directs the staff in initiating and executing the program management and budgeting functions; to include technical directives, task orders, acquisitions, budget requests, financial plans, execution reports and other contract administration actions between the Government and the Air Wing contractors. Planned, obtained Department approval, and initiated an Air Wing acquisition and modernization plan that will result in the retirement of two legacy aircraft fleets and replacement with H-60 Black Hawk aircraft obtained from the U.S. Army. Responsible for coordination and supervision of the Program Support Staff in the areas of Budget, Contracts, Human Resources and Administration. Worked with the State Department leadership to ensure the Air Wing was properly resourced to accomplish its foreign assistance and force protection missions. Coordinated the development of program management and budget policy positions within the Air Wing and then implemented the approved policies. Participated in contract negotiations with the primary support contractor to control contract cost growth. Oversaw the initiation and execution of a project to procure H-60 aircraft, transferred the first eight (8) Black Hawk aircraft to the Air Wing and worked with the Army Program Office and the Army Aviation Prototype Integration Facility to induct the aircraft for conversion to an Air Wing compliant configuration. Established funding controls to ensure new requests were initiated by the Program Management Office to provide appropriate oversight and management. Worked with the contracting office, Arista and Bell Helicopter to overcome an issue with Bell refusing to provide UH-1 repair parts for aircraft overhaul and refurbishment. Acted as Aviation Working Capital Fund Cost Center Manager and Air Wing.

Performed the duties of the Acting Director and Deputy Director. Provided program acquisition and life cycle management and oversight for Army’s aviation fleet of more than 6000 aircraft and the broad array of critical intelligence assets for the Assistant Secretary of the Army for Acquisition, Logistics and Technology. Led an organization of Department of the Army Systems Coordinators comprised of 21 field grade military officers, senior civilians and contractors who managed individual aviation and intelligence programs. Defended the Army Aviation and Intelligence Research, Development and Acquisition $5B+ annual budget submission to the Office of the Secretary of Defense, the Office of Management and Budget and Congressional staffs. Advised the Program Executive Officers and the Program Managers on addressing and resolving technical, contractual and programmatic issues with the Army and Defense leadership. Acted as the Program Executive Officers’ and Program Managers’ representative to the Army, Defense, Joint and Congressional leadership and staffs. Analyzed program and contract performance and prepared recommendations for the Army Acquisition Executive, the Deputy for Systems Management and the Program Executive Officers. Obtained Army, Department of Defense and Congressional Approval of the Army’s two largest multi-year contracts resulting in a savings of over $1.3B. Successfully restored funding to the Chinook multiyear contract, overcoming a budget reduction and preserving the remaining $300M+ in cost savings. Facilitated the transfer of management for Special Electronic Mission aircraft to the Program Executive Office, Aviation; consolidating all Army 382 fixed wing aircraft under a single Project Manager. Negotiated an agreement with the Army Corps of Engineers that ensures civil works aircraft airworthiness oversight and risk management without impacting mission accomplishment.
