Guam

• Senior program manager providing executive level construction oversight to two NAVFAC construction offices on Guam to ensure safe, high quality, on-time, and on-budget execution of 21 Military Construction (MILCON) projects valued at $530M.• Central integrator responsible for the standup of a new Public Works Department to support the recently established Marine Corps Base Camp Blaz on Guam. Worked with numerous stakeholders to increase staff and expand capabilities of the department to provide initial public works services to the installation.• Established and manage new Expeditionary Business Line providing contracting and engineering design support for expeditionary construction missions throughout the Pacific region.

Guam

• Planned, coordinated, and directed construction operations for three forward deployed construction units totaling 1,300 personnel operating in 14 countries across the Western Pacific and Southeast Asia.• Led four senior enlisted personnel and managed $7.5M annual budget to support facility construction by Naval Construction Force units at overseas installations in Guam, Japan, and South Korea. Collaborated with local public works staffs to identify and develop projects, coordinated with NAVFAC Pacific for design support, and directed material procurement and project execution.• Directed training program for 70 active duty and 30 reserve personnel assigned to the Regimental staff. Ensured staff readiness exceeded goals to maintain an effective and capable force.

Key West, Florida, United States

• Directed comprehensive facility management, planning, design, construction, maintenance, and utility services for Naval Air Station Key West; a military installation comprised of five distinct annexes and three dispersed auxiliary areas located in the Miami metro area and the Bahamas with over 1,700 facilities and 3.8M gross square feet with a plant replacement value of $1.7B. • Responsible for an annual operations and maintenance budget of $23M, execution of $32M of capital construction, and supervision of 120 civilian and military personnel. • Maintained cooperative partnership with City of Key West to execute mutually beneficial projects. Includes management of an innovative Joint Use Lease of the Navy Mole Pier. Use benefited the city’s cruise ship industry, while generating approximately $1M annually for maintenance and recapitalization of local Navy facilities.• Provided critical preparation and recovery in the wake of Hurricane Irma in September 2017. Directed the entirety of Public Works Department in executing the Storm Preparation Plan then enabled evacuation of most personnel per Monroe County, FL orders. Stayed behind with small Public Works team to enable immediate recovery. Within 36 hours of storm passing, restored key utility functions and made runway operational to receive critical supplies for local distribution.• Warranted federal contracting officer – Level II with $5M warrant authority.

• Technical representative and accountable official for 18 NAVFAC construction contracts valued at $30M.• Provided all coordination with stakeholders to ensure efficient, on-time, and in-budget delivery of assigned construction contracts. • Managed several contracts for the repair of industrial HVAC systems and roof replacements. Includes large scale, multi-facility renovation, utility relocation, and demolition for critical logistics functions ensuring uninterrupted support to the installation and tenant commands.

Gulfport, Mississippi, United States

• Executed construction operations and provided public works functions while leading teams of deployed engineers and enlisted Seabees both in Gulfport, MS and deployed to Rota, Spain and Okinawa, Japan.• In Rota executed over 700 man-days of installation maintenance and renovated over 5,000 square feet of office and berthing space over a six-month timeframe in preparation for expanded operations and personnel support on the installation.
