This position serves as the Director of the Accounting and Finance Division within MDA. Responsibilities include supervision of the Budgets, Payroll, Travel, Purchasing, Federal Reporting, Receivables, Cash Management, Fund Reconciliation and Grants Management Units to coordinate grant, expenditure, and budgetary functions within the departments and within the agency. I am responsible for the supervision of the preparation and completion of the annual budget request (has ranged from $200M to $5.5B during my tenure) for the agency. This position is also responsible for monitoring and administering the agency’s annual budget to ensure operations are within financial allocations. I supervise and approve the establishment of policies, rules, and regulations for the operation of the agencies financial functions. I provide functional assistance to all divisions related to financial operations and serve as the liaison between the Accounting and Finance division and other MDA divisions. I direct and approve the maintenance of financial records, reports, statements, accounting procedures, and required fiscal reports for federal, state, and local authorities to ensure the timely preparation of all budgetary and reporting information. I work closely with the CFO, Deputy Directors, and the Executive Director in the analysis of special project materials. Meet and/or correspond with other state agencies, primarily DFA and LBO, as well as members of the legislature pertaining to budgetary matters. With over 15 years of direct agency experience and as one of the more senior Directors in the agency, I have been involved in discussions and decisions on a wide array of agency operations and programs and have an awareness of most all of the agency’s programs and administrative policies and operating procedures to include Human Resources and Facility Operations.

I started as an entry level accountant and between 1995 and 2003 I worked in several different units within the Budgets and Accounting Division while being promoted through the ranks and ultimately being named the Deputy Director of Budgets and Accounting in 2004.
