I utilized my 30 years of electric utility industry experience in my capacity as the Smart Grid Engineering Analyst for the Public Utility Commission of Texas (PUCT). I supported regulatory initiatives, advised PUCT staff, and interacted with electric industry stakeholders on industry issues for electric grid performance, reliability, and security with emphasis on smart grid. My smart grid automation focus included advanced metering infrastructure, electric grid cyber security, demand side management, storage technologies, and electric vehicle transportation. I represented the PUCT as an active contributor to the National Institute of Standards and Technology (NIST) Smart Grid Interoperability Panel (SGIP) for electric industry standards assessment and development.I engaged with NERC (North American Electric Reliability Corporation), DHS (U.S. Department of Homeland Security), DoE (U.S. Department of Energy), IEEE (Institute of Electrical and Electronics Engineers), EPRI (Electric Power Research Institute), ERCOT (Electric Reliability Council of Texas), and national laboratories for electric grid performance, reliability, security and automation issues. I provided support to the National Association of Regulatory Commissioners (NARUC) and the National Association of State Energy Officials (NASEO) for policy and regulatory issues.

Leveraging electric utility industry experience, I analyzed, investigated and implemented oversight and enforcement actions for compliance of Commission rules. I coordinated with the Independent Market Monitor and the Texas Regional Entity. I advised staff on electric industry technical issues. I worked on rulemaking projects and reports within the electric and telecommunications industries. My work involved extensive contact with representatives of utilities, competitive service providers, consumers, other Commission staff members and legislative offices.

I served as a Principal Consultant. I provided subject matter expertise for Supervisory Control and Data Acquistion / Energy Management System (SCADA / EMS) for electric grid monitoring, operation and control, North American Reliability Corporation (NERC) reliability and critical infrastructrure protection security requirements, energy market analysis support, and automated meter reading / advanced metering infrastructure initiatives. I was assigned to ERCOT to work on the Nodal Market Implementation Project.

Prior to joining the PUCT, I served as the Engineering & Technical Services Director for Austin Energy (AE), the nation’s 9th largest municipal electric utility. My 24 year AE career until retirement included leadership responsibilities in electric utility operations including distribution, transmission, substation, operations engineering and system control with emphasis in SCADA-EMS, smart grid automation initiatives and advanced metering infrastructure. Prior job titles performed at AE include Acting Director of System Operations and Reliability, Operations Engineering Process Manager, Distribution Process Manager, North Service Center District Manager, North Service Center Assistant District Manager, Engineer I, Senior Staff Engineer, and Staff Engineer.
