Primary responsibility is to develop and maintain the Scottish Police Authority’s strategic oversight of transformational change, the public impact of change, and the related commercial investment across the policing system in Scotland.Leadership and Stakeholder Management – Develop and maintain positive relationships with external stakeholders and governmental partners across the justice system and wider public sector.Strategic Assessment – Proactively identifying emerging policing issues and ensuring that potential impact is assessed, advice is produced to support senior decision-making, and where appropriate, mitigating actions are proposed and delivered. Budget and Commerce – Responsible for providing oversight to the allocation and use of a reform revenue budget of £25million and a capital budget of £49.6million, providing advice to the Chief Executive to ensure effective reporting annually to the Scottish Government on policing expenditure.Business Case Assurance – Provide and co-ordinate advice on change proposals, including initial and full business cases, coordinating input across the SPA, Police Scotland, Scottish Government and other external interests, while evaluating the extent to which the ‘case for change’ and predicted benefits are rooted in evidence, with a focus on addressing demand, commercial best value, return on investment and impact.

Engagement – Liaising with a range of external stakeholders (including the media, partner organisations, politicians, and the Scottish Government), to ensure relationships and work delivered is effective and fit for purpose.Communication – Providing tactical support and advice for proactive internal and external communications, including coordination of planning with Police Scotland and the Scottish Government, stakeholder mapping and briefing, event management, and project management of the renewal of SPA’s website and social media platforms, including corporate digital branding.Strategy – Media and political scanning, keeping abreast of external events, imminent industry and regulatory changes, and ensuring the Authority understands the impacts and strategically plans accordingly.

Organisation - Working alongside 4 UK Leader and 7 Scottish Leader to deliver effective and efficient organisation: including maintaining relationships with senior politicians, key stakeholders and elected representatives across the UK.Budgetary and Staff Management - The day-to-day management of all Party staff, financial management of the organisation, as well as the servicing of the governing Scottish Executive Committee and delivery of key fundraising events.Coordinating – Overseeing key political visits and national events, liaising with senior politicians, and providing effective communications between stakeholders, media (digital and offline) and elected representatives to reinforce policy, message and objectives.Campaigning - Building the organisational capacity necessary to maximise Labour representation at all levels of government. Working with all stakeholders to organise, prepare for and deliver election campaigns – including the recruitment and development of teams to effectively utilise Labour Party campaigning tools to analyse data, interpret, target, and communicate macro and micro messages.Development – Development and strategic planning of initiatives to recruit, train and develop members, candidate and stakeholders, while advising on Party organisation, electoral law, rules, constitution and disputes. Looking outward from the Party, developing strong links with business, trade unions, third sector, donors and sponsors.

Relationship Building – Established network of key stakeholders, such as former Scottish and UK Government Ministers, MPs, MSPs, MEPs, Councillors, and community groups, as well as both commercial and non-commercial organisations.Strategy and Organisation – Overall responsibility for the strategy and co-ordination of Labour in Scotland’s organisational capacity. I have led local, regional and national election campaigns, working closely with our Head of Communications, to deliver and build upon key political campaign messages at a local and national level.Communication and Campaigning – Specialise in targeted political communication using a wide range of platforms and delivery vehicles to engage political support and media exposure. Specifically, I led the introduction of a ground-breaking new generation of political campaigning/targeting techniques and digital communication and fundraising infrastructure across Scotland. Events – Experienced in delivering political events for high profile politicians, including two Prime Ministers and various Cabinet Secretaries. Responsible for venue selection, publicising the event, audience building, security, coordination of the event, and ongoing return. I have delivered events in partnership with Asda, BAA, Scottish Power, ABPI and Royal Mail, among many others.Corporate Affairs – As coordinator of sponsorship and corporate affairs, I have dealt directly with public and corporate bodies across Scotland to encourage their participation in the political process. This has provided me with a network of corporate and voluntary sector contacts from across the political spectrum, and an appreciation of the need to form such relationships in order to influence attitudes in wider civic Scotland.
