• Responsible for overseeing a health and safety program for approximately 500 employees in both manufacturing and R&D environments. • Must develop and modify procedures in an environment with both significant chemical and biological hazards including BSL-2 labs with common bloodborne pathogens as well as select agents toxins. • Must work collaboratively with several safety committees including site-specific and function-specific committees.• Must assist with maintaining GHS-compliant labeling and safety data sheets for assortment of products associated with ELISA-based assay kits.• Currently supervising a staff of two employees to ensure administration of routine programs including Hepatitis B vaccinations, specialized PPE, hazardous waste, incident investigation, OSHA reporting, ergonomics, emergency response, and other programs.

• Managed a safety program for a two biotechnology manufacturing sites iincluding R&D covering approximately 400 employees. • Developed and implemented new safety programs including forklift safety, respiratory protection, biosafety and bloodborne pathogens, hazardous waste contingency plans, and contractor safety training.• Refined and expanded procedures for hazard communication, chemical hygiene, hazardous waste disposal, and emergency action plans including new procedures for shelter-in-place, aggressive intruders, chemical spill cleanup, accident reporting, testing of eyewashes and safety showers.• In 2013, further refined procedures consolidate safety programs and create a single standard throughout the US and to ensure compliance with recently adopted Globally Harmonized System (GHS). • Developed and implemented a training program that included all programs mentioned above plus materials handling and safe lifting, lockout/tagout, electrical safety, facility security, and ergonomics. Added a new training program for field service and sales personnel. • Performed regular walkthroughs and facility audits to ensure compliance with established procedures and applicable regulations. Developed CAPA in conjunction with area managers and ensured implementation with periodic follow-up audits. • Responsible for regulatory compliance for several agencies including OSHA, EPA/MDE, WSSC, and Montgomery County including Tier II reporting, Hepatitis B vaccination program, annual hazardous materials reporting to emergency responders, biannual hazardous waste reporting, MSDS maintenance, AED program, and emissions reporting. • Systematically evaluated safety expenses as part of the company effort to reduce costs without sacrificing performance or compliance. Made significant policy changes to HBV vaccination, first aid kits, chemical disposal, MSDS management, and maintenance of safety showers and eyewashes to realize savings in excess of $20,000 annually.

• Managed all aspects of the NCI Chemotherapeutic Agents Repository (NCI-CAR), a cost-reimbursement, pre-pharmaceutical, chemical repository contract with 15 employees and revenues of about $1.5 million annually.• Responsible for annual and long-term budgeting, reporting, employee supervision and review, customer relations, quality assurance, facility maintenance, regulatory compliance, and database maintenance. Wrote and edited SOPs for all facility functions. • Rehabilitated a struggling contract with low morale, customer dissatisfaction, and serious quality problems. Brought error-rate to near zero within two years by enacting a comprehensive quality assurance program. • Directed two successful proposal efforts to win the contract during recompetition periods. • Developed extensive safety protocols and training program to meet changing and new regulations. • Reduced many direct costs by up to 40% to address decreasing expenditures by NCI.

• Assisted the Director of Environment, Health and Safety (EHS) and the Chair of the EHS Committee in developing and enacting company-wide protocols for employee safety and wellness. • Scheduled and performed EHS audits at over one dozen company sites including chemical and biological labs and storage facilities. Audit topics included blood borne pathogens, hazard communication, hazardous waste, fire prevention, respirator usage, emergency action, electrical safety, chemical hygiene, industrial trucks, and others. • Developed and performed company-wide awareness training in EPA and MDE hazardous waste regulations. Served as backup trainer for DOT regulations. • Responded to serious incidents and accidents and developed corrective and preventive actions in response. • Served as Assistant Chair from January 2000- June 2008.

• Managed all aspects the WRAIR Inventory Laboratory, a fixed-price, pre-pharmaceutical, chemical acquisition, storage, and shipment contract with five employees.• Served as point of contact for Contract Officer Representative (COR) and all recipients of contract materials.• Rewrote all SOPs and the Facility Safety Plan with a focus on improving quality control, safety, cost reduction, and regulatory compliance including OSHA, DOT, IATA, and EPA. • Instituted a cross-training program to ensure coverage of all contract functions with any three employees on duty.• Prepared and enacted proposals for special projects requested by the COR including database content validation, datasheet scanning, special storage projects, and facility upgrades.
