Operational roles and responsibilities are: --Research and analyze threat reporting to identify current and emerging trends, work with cyber community and the IC to produce threat intelligence products to internal/external partners and stakeholders. --Document IOCs and behaviors of new or high-impact TTPs, used to infiltrate networks, systems, and assets. --Report on underlying patterns of behavior by conducting detailed analysis of incidents, threats, risks, associated impacts, consequences, vulnerabilities, tactics, techniques and procedures (TTP), and other malicious and non-malicious indicators. --Evaluate reports of cyber threat activity by leveraging either the internally developed Threat Scoring Methodology (TSM) or the National Security Concern Score (NSCS). Manager responsibilities and roles are: --Responsible for the management of quality performance of a cyber threat program, leading subordinate personnel, in accordance with contract requirements, company policies, procedures, and guidelines. --Lead a multi-disciplined, multi-company program team and decisions related to resource allocation, work assignment, schedule management, risk and opportunity management, and quality attainment in meeting program milestones and objectives. --Be responsible for meeting operational service level objectives, metrics, and subcontractor management. --Engage customers to help define future requirements, identify technology insertion candidates, propose joint technology pilots and demonstrations, and engage Government leads and contractors in support of the customer’s cybersecurity mission. --Utilize prior DoD defensive Cyber operations (DCO) experience Contribute a deep understanding of Cyber intelligence functions, including traditional analysis and products developed to support Federal and DoD customers.

As a key member of the CGCYBER Intelligence Department I:•Develop and maintain Intel Watch Officer watch standing procedures, processes, qualifications. Review and approve Cyber intelligence briefing slides.•Identified, tracked, and warned of potential tactical and operational cyber threats to the Coast Guard’s computer network. Research, analyze, and disseminate threat information related to Coast Guard data, computer networks, and systems using various databases and presenting to senior decision makers.•Provide All Source Intel Analyst (ASIA) support to the Network Operations & Security Center for handling incidents, events, and overall defense of the network; coordinate with USCYBERCOM, JFHQ-DoDIN, LE/CI, the IC, and various other agencies in order to triage and systematically analyze cyber intrusion events.•Utilize vulnerability scans for newly acquired systems and/or its connect systems to provide a Threat Assessment for inclusion in the overall Risk Packages. Utilizing serialized reporting and a Risk Assessment Model to assess the overall threat based on adversary capability, intent and likelihood. •Review IC reporting for new CVE’s and/or malicious cyber activity exploiting CVE’s. Prioritizing reporting, advisories and orders from DODIN. Utilize ACAS to lookup CVE’s to determine if a specific vulnerability is unpatched on the CG One and SIPR Network. If unpatched, send CVE, plugins, plugin outputs of affected systems to the VMT for remediation.•Assess the Intel department standards with Cybersecurity Service Provider (CSSP) Review standards by providing artifacts and talking points for CGCYBER continued certification as the CSSP for the USCG, by DISA. Improved the CGCYBER Intel standard in every category from the last review•Utilize FBI’s databases to correlate any Coast Guard exploits or threats, Work on assigned cases to conduct victim notifications with CGIS and CGCI. Liaison between FBI and CG Cyber Protection Team on FBI led MTS incidents.

A Production RFI Manager is responsive to client needs and wants by facilitating information exchange through requests for information (RFI) utilizing Community On-Line Intelligence System for End Users and Managers (COLISEUM) and the CG’s Enterprise Production & Operational Requirements Tasking System (EPORTS). Led the Production Management branch as Team Lead and Deputy Department Head. Skillfully prioritized routine and ad hoc customer requirements via secure web-based applications. Masterfully conveyed ambiguous and complex customer requests via briefings for senior command personnel and intelligence analysts. Ensured timely dissemination of finished intelligence products to the greater IC. As the Deputy Department Head, I attended command meetings to discuss Production related issues concerns and updates and also was responsible for coordinating Intelligence dissemination tailored to meet ICC's mission of sharing information with other agencies, with an emphasis on overseeing the Web Masters and Graphics Team work in the Production Department for the Commanding Officer, ICC.

While assigned to the Intelligence Training Branch (ITB), I instructed various Intelligence courses for active duty, reserve, and civilian members of the Coast Guard. I was the Subject Matter Expert (SME) on 24 lessons which included Analysis and Production, SIGINT, and Security Fundamentals. I trained and provided a foundation of CG specific skills associated with collection, analysis, processing and dissemination of intelligence to CG personnel becoming Intelligence Officers. Courses I taught at ITB focused on four specific courses which have different impact on the Intelligence Community. The course curriculum provides training Administration, Intelligence Administration, Security, Collection, Processing, Analysis, Production, and Dissemination. In addition, the courses I taught provided training in command, control, computers, communications, intelligence, surveillance and reconnaissance (C4ISR) systems; intelligence and maritime databases.

Served as a member in the establishment of a new technical signals intelligence 24-hour operational mission at National Security Agency Hawaii (NSA Hawaii) and the Coast Guard Cryptologic Unit Hawaii (CGCU-Hawaii). Effectively repositioned resources to enable on-time completion of original timeline objectives, which were set two years prior. Tasked as the Primary trainer for all incoming personnel assigned to NSA Hawaii Maritime Analysis Support Team (H-MAST). Provided analysis on threats stemming from international terrorism, proliferation, Weapons of Mass Destruction (WMD), and illegal drug trafficking delivering in-depth tracking, reporting and tasking for the watch floor of the Target shop, various customers and allies of the United States. Praised by the Pacific Area Commander for supplying actionable intelligence resulting in 6 vessel seizures in the Pacific Ocean. Propelled 21 joint service analysts through a newly established certification program with a 96% average and a 100% completion rate in half the time noted at other mission sites.
