Hands on experience in the development and qualification of liquid propellant feed system and pneumatic system valves and controls. Supported ground testing and post test analysis to validate design requirements implemented properly. Accomplished this by performing systems engineering integration and development activities for various system level designs. Performed effective Program Manager activities for all aspects of hardware design, system integration and analysis, test planning, certification and qualification testing, customer requirements verification and validation associated with space systems and components for government, international, civil and commercial space programs.

Prepared annual operating unit budgets by defining work scope and resource requirements in support of $110M technical services and operations contract. Performed overall management and program implementation activities required for supporting systems design, development, assembling and operation of the International Space Station.. Developed and implemented business development plans and initiatives to capture new business resulting from the International Space Station. Results met or exceeded all customer expectations. Resulting in over $35M of increased revenue.

Space Shuttle Management & Operations Managed $570 M annual operating budget for Space Shuttle ground operations activities in support of 29 successful Space Shuttle flights. This required managing all technical and project management aspects required to execute launch and landing operations for the Space Shuttle fleet. Performed project management leadership for design, develop and activation of over $50M of major facilities and systems which were completed on cost and on schedule. Managed the development of multiple information management systems used to support Space Shuttle processing and data analysis by performing systems integration of these systems and associated support infrastructure. These systems allowed for significant reductions in personnel and resulted in significant spending reductions. Systems Engineering, Space Shuttle EngineeringManaged a team of over 200 systems engineers engaged in test and checkout activities required to process and launch critical space flight systems. Implemented a new command and control system that collected and analyzed test data resulting in improved processing efficiency, and reduced risk for hardware and test personnel. Developed and implemented an alternate ground cooling system project for the Space Shuttle resulting in $1.5M in annual cost savings.

Led a team of 175 engineers and operations personnel in a critical path engineering test program that was essential in the successful return to flight status for the Space Shuttle fleet following the Challenger accident. This effort included developing detailed engineering procedures and timelines from specifications and drawings used to assemble, test and checkout the Redesigned Solid Rocket Motor and Booster assembly flight systems and related ground equipment. Received an accommodation of technical achievement from senior National Aeronautics and Space Administration officials in recognition of my leadership during execution of the Assembly Test Article program.

Performed test integration activities for the External Tank ground processing operations in support of the Space Shuttle launch processing activities. Prepared proposals and performed feasibility studies for NASA and DOD future space transportation systems definition and space related future projects.
