Provides planning, organization, and assistance with all activities associated with maintenance, improvements, and upgrades of NAVSCIATTS facilities and grounds.Plans, organizes and assists with all activities associated with maintenance, improvements, and upgrades of NAVSCIATTS facilities and grounds. Provides engineering technical support and advisory services for planned and emergent maintenance of craft assigned to NAVSCIATTS to include prime movers and trailers.In coordination with the assigned Government representative, coordinates oversight of:Facility Maintenance Repair.Alteration/upgrades to facilityTracking status of approved projects through NSW engineers, Comptroller, NAVFAC and NASA/Stennis Space Center (SSC).Assist with coordinating trouble calls with NAVFAC, SSC and maintain records.Assist with MILCON and Special project documentation preparation such as:a) Assist in preparing facility estimates, space analysis, project justification, cost estimates, site approvals, environmental impact statements and other data to as required to support the command facilities program.b) Assist in reviewing and analyzing plans and specifications for major construction projects prepared by civilian architectural engineering firms and NAVFAC to ensure structural and functional adequacy.c) Assist in reviewing plans and specifications to ensure they conform to the Uniform Building Code, Department of Defense and Navy criteria.Assist with coordinating command self-help projects with component commands by: Providing insight for the validity and economic feasibility of projects. Tracking material, funding, and schedule to ensure project timeline.In coordination with the assigned Government representative, provides recommendations concerning safety. Assists with the developing an aggressive safety, occupational safety and health program which seek to reduce occupational injuries.

Operations Chief is responsible for the day to day operation of command-wide training programs and include all instructors and civil service employees who provide guidance and direction in the areas of curricula, students, student movement, instructors, and other training related activities.

Plans, supervises, and performs tasks involved in the installation, maintenance, and repair of plumbing, heating, steam, compressed air, fuel storage, and distribution systems, water treatment and distribution systems, air conditioning and refrigeration equipment, and sewage collection and disposal facilities. Installs immersion can heaters and space heater, fuel lines, and piping and pressure vessel insulation materials; performs prestart checks and maintains and operates assigned vehicles; maintains boilers, water plants, air conditioning and refrigeration equipment, and pumps and air compressors; performs minor repairs on immersion can heaters and space heaters;solders/brazes soft and hard drawn copper tubing and fittings; measures, cuts, and threads galvanized steel pipe, cast iron soil pipe, cement-asbestos pipe, and plastic pipe; identifies color coding used on piping systems and compressed gas cylinders; cleans watersides and firesides of boilers; handles chemicals used in treating water and sewage; installs washers, dryers, toilets, pumps, and air compressors. 3 semester hours in introduction to construction operations, 3 in plumbing systems, 3 in heating, ventilation, and air conditioning maintenance and repair, 3 in water and sewer installation, and 1 in principles of supervision. 3 semester hours in introduction to construction operations, 3 in plumbing systems, 3 in heating, ventilation, and air conditioning maintenance and repair, 3 in water and sewer installation, 2 in blueprint reading and sketching, 3 in applied physics, 2 in general plans and specifications, 2 in principles of supervision, 2 in construction management, and 3 in computer software applications. Drafts letters and reports; administers safety program; assigns personnel based on readiness reports; supervises and coordinates all unit tasks; provides technical advice; implements maintenance and cost controlprogram; organizes and controls the site deployment of materials and equipment.

Responsible for the training and managing of 100 plus Navy training students with a staff of four.

Utilitiesman work with plumbing, heating, steam, compressed air, fuel storage, and distribution systems. Their work also includes water treatment and distribution systems, air conditioning and refrigeration equipment, and sewage collecting and disposal facilities at Navy shore installations around the world. UTs may work in a variety of conditions, independently or as members of a large team. Their many different duties may be performed in climates ranging from desert to arctic. The duties performed by UTs include: -installing and maintaining systems requiring plumbing and pipe fitting skills.-installing, operating and repairing heating, piping, ventilation and air conditioning systems; operating and maintaining water and wastewater systems and treatment plants. -identifying and carrying out procedures to limit or minimize the adverse effects of environmental pollution. -reading and interpreting blueprints and preparing sketches for projects; making estimates of material, labor, and equipment requirements.

Responsible for delivery of all course materials and instruction for academic programs offered by the institution, to prepare the student for the workplace. Is knowledgeable of and adheres to all institutional educational policies and procedures. Maintain student records and participate in curriculum development and revision.

Advises command on how to integrate into the normal command organization the functions necessary to prepare for, defend against, and recover from major accidents, natural and man-made disasters; assists in the coordination with local, civic authorities on disaster response operations; conducts training for nuclear, biological, and chemical (NBC) warfare defense to include hazard awareness, individual protection, decontamination, and mission restoration; performs organizational maintenance on NBC defense equipment; uses equipment complying withprocedures required by Nuclear Regulatory Commission license.
