Responsible for managing construction inspection staff, roadway condition survey field staff and was liaison to CM field staff. Responsible for managing tasks associated with General Consulting Engineering contract. Baker provides engineering services for the Pennsylvania Turnpike Commission under a five-year general consulting engineer contract. Baker's services include operating and capital budget analyses, design and implementation of a quality assurance program for projects, preparation of annual system performance and process reports, and technical support on an as-needed basis. As part of GCE team, assists the PTC with policy and process improvements, quality assurance, performance management, program management, capital program delivery, and budget development and oversight. In addition, utilize engineering technical expertise on a broad variety of issues to support the PTC in the areas of transportation design and construction, facilities management, operations and maintenance, and information technology.

Manages diverse portfolio of active bridge and highway construction projects, including supervision of Department and consultant inspection staff. Performs consultant selection for construction inspection agreements. Individual projects and Annual portfolio have been in excess of $25 million and $75 million, respectively.

Managed District Traffic Unit staff of 26 office and field personnel in the core areas of Traffic Signals, Traffic Safety, Traffic Studies and Traffic Operations. Performed Safety Reviews on all projects Let by District.

Performed design consultant selection for diverse range of transportation projects. Supervised consultant engineering firms in design phase of project delivery process. Projects included structures, roadways, interchanges and enhancement projects on local, state and federal-owned systems.

Coordinated the District's annual $12 million, 300 mile surface improvement program with County and District staff.
