From August 2014 to March 2016, I served as the Program Manager for education programs and training development projects at the U.S. Coast Guard Force Readiness Command, Training Division in Washington, D.C.Led the digital transformation efforts by integrating education and training with human resources and financial reporting systems. I also established a Program Management Office (PMO) for Digital Governance to facilitate growth over the next 3-5 years through trend analyses and strategic planning.Conducted a cybersecurity audit of the system that served 35,000 students and trainees on DoD networks, and successfully resolved network vulnerabilities. This included recapitalizing legacy systems and hardware, as well as discontinuing incompatible systems. My efforts were well received and adopted by the Senior Executive leadership as the organizational template.Implemented technology and financial governance for the Training Division, a $56 million enterprise, by establishing a PMO that oversaw procurement and lifecycle maintenance. I also managed a $38 million portfolio of systems, including the service's legacy Learning Management System (LMS), and identified opportunities to streamline the education and training process by proposing cloud-based mobile learning apps. This initiative improved the learning curve by 150% through a reduction in time spent in classroom lectures and an increase in experiential on-the-job training for 80,000 Coast Guard members via mobile training tablets.As the senior project manager, I led a $69 million Agency LMS procurement effort and successfully renegotiated the vendor licenses and our purchase agreement, resulting in a cost savings of $12 million.My expertise in FedRAMP, Systems Development Lifecycle (SDLC), and government contracting also proved valuable as I saved $2 million annually by consolidating Service Level Agreements (SLA) and contract oversight in a PMO.
