A first of its kind program in Florida, partnering the County with regional landowners to reduce nutrient loading to the St Johns River, and help the County in meeting its TMDL goals. CAP required bridging gaps between landowners, the Water Management District, the Florida Department of Environmental Protection, and the Board of County Commissioners.
