• Specialized experience as the Defense Contract Management Agency (DCMA) Government Flight Representative (GFR) over the $7.5B V-22 Osprey ACAT I Major Defense Acquisition Program for the Air Force, Marine Corps, Navy, and our allies.• Served as the senior resident expert, advisor, and regulator for flight operations, maintenance, manufacture, and complex multi-engine aircraft systems for government aviation production contracts and managed the interface between DCMA commands, Flight Operations, and Program Offices on program, technical, quality, and contractual matters affecting contractor performance.• Ensured aircraft are maintained and operated by contractors in accordance with contractual requirements and that the aircraft conforms to the contractual requirements when delivered to government representatives. • Lead an Aviation Program Team (APT) comprised of Aviation Maintenance Manager and personnel from Aircraft Operations, Contract Safety, and Quality Assurance experts over contract surveillance, reviews, and audits of aircraft flight and ground operations. Ensured production, quality, and contractor compliance with aircraft and ground program related contractual requirements to mitigate risk to government assets. • Managed comprehensive surveillance and audit schedule of aviation and ground programs to include Airfield Operations, Acceptance Test Flight Procedures, Mishap Prevention, Emergency Response, and Foreign Object Damage (FOD) Prevention. • Managed aircraft acceptance test flights, and cross-country ferry flights for V-22 Osprey aircraft. Successfully delivered 34 aircraft totaling $2.4B in government assets to the warfighter safely and in advance of the established production timeline.

• Served as the Assistant Aviation Safety Officer (Flight Safety Officer) for DCMA Tiltrotor/H-1 Safety Management System at a major defense aircraft production facility over a two year period.• Served as resident expert and advisor responsible for developing, administering, and enforcing regulations and standards concerning aviation ground and flight safety.• In addition time DCMA Aviation Safety requirements, sought out opportunities to attend the Naval Aviation Safety Officer course (ASO) and Air Force Safety Program Management (ASPM) course with curriculum in Aviation Operations, Human Factors, Operational Risk Management, Accident Investigation, MISHAP Reporting, and Crew Resource Management. • Performed staff work in support of continuous Risk Assessment for government and contractor flight / ground operations by review and approval of pilot selections, training programs, flight authorizations, flight and ground procedures, and facilitating quarterly Crew Resource Management training.• Approval authority for government and contractor flight and ground operations for initial production aircraft acceptance test flights and cross country aircraft deliveries. • Instructed government and contractor pilots and crewmembers as Crew Resource Management (CRM) Facilitator and Operational Risk Management Instructor (ORM) during quarterly safety conferences and annual seminars to foster and inculcate a culture of safety in all organizational operations.• Instructed and proctored quarterly safety meetings, semiannual safety audits, and educational training events to further organizational safety goals, policies, and expectations.• Investigated government aviation and ground incidents, identified root-cause factors, developed training programs, and provided feedback to contractor and government leadership to implement safety controls to reduce or eliminate risk.

Ensure all candidates possess appropriate knowledge, experience, and are properly briefed and debriefed for all post-maintenance Functional Check Flights. • Night Vision Device/Goggle (NVD/NVG) Instructor with extensive experience in low altitude, amphibious, austere, urban, and degraded visual environments.• Executed a wide array of mission across the globe to include troop transport, tactical recovery of aircraft and personnel, emergency and medical evacuation, logistics support, intelligence gathering, contingency operations alert status, and general operations such as VIP transport of high ranking military personnel, political leaders, and dignitaries.• Designated Flight Instructor, Instrument Evaluator, Standardization Pilot, Functional Check Pilot, Acceptance Test Pilot, and UH-1Y/AH-1Z Aerial Observer.

• Primary advisor to the Maintenance Department Head and Organizational Commander on critical maintenance procedures, division safety, standardization, and on-site training requirements for sustained maintenance and aviation operations for up to 250 personnel and 30 different type/model/series aircraft. • Supervised, coordinated, and implemented quality policies and procedures, and evaluated maintenance actions to ensure safe and reliable components and equipment are provided in accordance with current technical publications and directives during operations over two years and two deployments. • Conceptualized and implemented a comprehensive aircraft maintenance Quality Control System while deployed aboard Navy shipping resulting in zero corrosion defects and asset availability rates exceeding requirements and mission readiness.• Managed a Quality Specialist Team with supervision over five functional maintenance workshops ensuring adherence to established company quality policies, practices, operating procedures, and federal regulations in maintaining over $1B in aircraft and support equipment.• Administered the Quality Assurance Inspection and Auditing programs managing surveillance on hundreds of processes within 40 programs and 12 work centers. Evaluated existing methods, systems, and potential improvements complying with maintenance and flight schedule requirements, ensuring cost effectiveness, productivity, and personnel safety.• Approval authority granting supervisor level process sign-off stamp. Conducted comprehensive, computer-based audit and interpersonal interviews for assigned personnel to determine competence of established policies, procedures, and operations throughout the organization. • External liaison between technical representatives from Bell, Boeing, and Rolls Royce.
