With over 33 years of experience in finance, I have developed core competencies in accounting, audit, financial reporting, budget, revenue, grant management, treasury, and debt management. My mission is to provide strategic financial guidance and oversight to public sector organizations that deliver essential services and infrastructure to the communities they serve. I have a field of expertise in capital financing, having managed a capital project budget of over $12 billion at the Metropolitan Transportation Commission (MTC), the regional transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area.As the CFO of MTC for more than 22 years, I was responsible for all financial functions of the organization, including managing treasury assets that exceeded $3.5 billion, a debt portfolio of over $8 billion, and a derivative portfolio of $1.8 billion. I also led the development and implementation of financial policies, procedures, and systems that ensured compliance, transparency, and accountability. I collaborated with internal and external stakeholders, such as board members, staff, auditors, investors, bond rating agencies, and federal, state, and local agencies, to secure and administer various funding sources and financing instruments.
