Clune Consulting Services is an Ohio-based firm that provides environmental and transportation planning services. Primary services include environmental and transportation studies needed by clients in order to comply with the National Environmental Policy Act (NEPA). Studies include, but are not limited to: - Environmental document preparation - Environmental Site Assessments (ESAs) - Ecological Survey Reports - Section 4(f)/6(f) evaluations - Waterway Permitting - Public InvolvementServices also include transportation planing activities and development of guidelines for compliance with environmental policy.

Coordinate review of all ODOT project reviews (CE, ESR, EA, EIS) on behalf of the ODNR. Standardize and streamline the coordination and consultation processes between ODOT, USFWS, and ODNR. Monitor and report environmental site conditions on ODOT mitigation parcels. Develop and issue standardized guidance for the survey of Ohio wildlife for Transportation projects. Serve as Departmental Representative on State Interagency Review Team for Wetland Mitigation Banks. Develop and update Guidelines for Wetland Mitigation Banking in Ohio. Review Mitigation bank proposals, annual reports, and determine eligibility for credit releases. Develop and update Interagency agreements between ODNR, ODOT, USFWS and OEPA. Implement mitigation program for ODOT Storm water requirements under NPDES.

Coordinate and direct statewide activities related to environmental compliance for the DOW. Conduct review of USACE 404/401 projects, ODOT NEPA documents, FERC actions, Endangered Species act and all matters requiring state action under Federal Fish and Wildlife Coordination Act. Develop and issue standardized guidance for the survey of Ohio wildlife. Serve as Departmental Representative on State Interagency Review Team for Wetland Mitigation Banks. Develop and implement Ohio Mussel Survey Protocol in Collaboration with USFWS. Develop and update Guidelines for Wetland Mitigation Banking in Ohio. Review Mitigation bank proposals, annual reports, and determine eligibility for credit releases. Review and grant in-water work waivers to reduce impacts to reduce potential impacts the in-water work may have on indigenous aquatic species.

Plan, coordinate and implement statewide environmental review program on any project involving in-water work or potential impacts to threatened and endangered species. Review and send over 1,000 official ODNR comment letters on projects a year. Research and comment on State and Federal Environmental laws and update ODNR Director’s office on changes in policy. Serve as liaison with public officials, private agencies, government and public. Create and maintained databases for project tracking.
