Program Manager, Parker Solar Probe Manager for $1.5B Parker Solar Probe Mission through a $55M Phase A formulation with overall mission responsibility for all elements of the project. Reported directly to the Living with a Star Programs Office at NASA Goddard. Responsible for managing all aspects of the program including geographically diverse external mission payload providers and developing and presenting all Solar Probe Plus budgetary forecasts and documentation.• Successfully matured Parker Solar Probe key technologies to TRL 6 including Carbon-Carbon foam sandwich thermal protection system and liquid cooled advanced technology solar array system.• Successfully negotiated contracts with payload providers selected through independent NASA process• Successfully passed programmatic gate to move to Phase B development.Program Manager, Lunar Exploration Manager for APL Lunar exploration efforts including lunar lander designs for the Robotic Lunar Exploration Program (RLEP), Lunar Precursor Robotic Program (LPRP), and International Lunar Network (ILN). Manager for APL’s support to the Autonomous Landing and Hazard Avoidance Technology (ALHAT) project and Lunar Lander Project Office ALTAIR. Extensive interface with senior NASA officials at headquarters and within the centers. • Developed and presented winning proposal to NASA headquarters for the RLEP program• Brought the Applied Physics Laboratory into the manned Spaceflight segment by leveraging early efforts on robotic lunar landers. • Named as robotic exploration lead for the NASA’s Lunar Architecture Team (LAT).• Represented NASA’s lunar robotic programs with the international community.

Coordinated between the National Reconnaissance Office (NRO) and the National Geospatial Intelligence Agency (NGA) with the goal of ensuring enterprise closure for the FIA system. Position involved direct interface with senior government officials including the directors of NRO and NGA and the Senior Advisory Group to the Director of Central Intelligence. Managed Lockheed Martin contract with NGA. • Increased revenues and improved customer satisfaction by ensuring full staffing of the JMO team.• Provided key feedback to the FIA stakeholders on technical issues associated with the FIA spacecraft.

Led programs for start-up aerospace company focused on space launch vehicle products and technology. Managed DARPA phase 1 study for the RASCAL small payload, space launch system. Managed Scorpius composite payload fairing development. Served as consultant and subject matter expert to Elon Musk on launch vehicle design before and after the founding of SpaceX, to Orbital Sciences on space systems development, and to NRO/NASA for launch vehicle evaluations.• Successfully managed a geographically diverse team of six companies for the RASCAL program.• Developed concepts, masses and parts lists for Nevada launch system, a precursor to the SpaceX Falcon 1.• Mentored engineering team for the design of the Falcon 1 launch system, making several key contributions.

Managed engineering, procurement, mission assurance, production and mission operations for the Space System Group (SSG) which developed all Orbital spacecraft systems. • Provided the overall leadership and dedicated focus to an organization consisting of 650 direct reports. • Developed the original technical infrastructure at Orbital Science Corporation and following the acquisitions of Fairchild Space and Defense Company and CTA Space Systems, merged the FSDC and CTA space operations with Orbital.• Managed the design and construction of a new 135,000 sq ft Satellite Manufacturing Facility.• Lead a successful mission success initiative to ensure uniformly high quality and robustness of designs.• Re-engineered the Procurement and Production process flows to better address the commercial communications market.• Chaired the Orbital ISO-9001 Executive Steering Committee and directed the development of policies and procedures resulting in ISO-9001 registration on schedule.• Managed the deployment of Orbital’s Enterprise Resource Planning (ERP) system and the development of web browser based productivity enhancements that were at the cutting edge amongst the user community.• Developed a highly successful program of Long Term Agreements (LTAs) with key suppliers of components improving cycle time and reducing costs.• Optimized the procurement process resulting in subcontract negotiated savings of 18% and purchase order cycles times under 4 days. • As overall Mission Director for the ORBCOMM communications constellation deployment, successfully integrated the Orbital and ORBCOMM Global Inc. team 6 weeks prior to launch. On-orbit operations were flawless despite significant spacecraft anomalies.• Lead the mechanical engineering development of the innovative Pegasus commercial launch vehicle. Took program from requirements review to the successful first launch in 22 months.
