In this position I manage the Migrant Education, American Indian Education, and International Education programs in California. There are approximately 200,000 students in California who are classified as Migrant students, because they must move to follow their parents as they seek work in agriculture, fisheries, or the lumber industry. These students attend school in over 400 school districts throughout the state. These school districts are in turn organized into 23 Migrant Education regions. As the manager of American Indian Education, I manage the grant monies of the American Indian Education Centers which serve Native American students. As the manager of the International Education office, I oversee the operations of an office which provides access to foreign educators who work in the state of California.

As the Director I was tasked with managing the Assessment and Accountability systems in this school district of 23,000 students. I led the Cabinet and the Educational Services departments in the creation of a new Single Plan for Student Achievement (SPSA) that consolidates intervention programs for at risk and special needs students, anticipating a “Response to Intervention” style program. I led district committees of teachers in creating pacing guides aligned with the state standards, and I created a new teacher friendly student information system called Results Now! As a result of my efforts I was presented the ACSA Solano Charter and Region XVI Central Office Administrator of the Year award.

I dedicated myself as the instructional leader of Travis Elementary, and completed my doctoral program at U.S.C. Networked school, introduced enterprise computer adaptive instructional programs, inquiry based learning, and Direct Instruction to meet the needs of a diverse population. As a result of my work Travis experienced a 91 API point increase from 1999-2004: The API progressed from a 752 to 843 with a statewide rank of 9th decile and like schools ranking of 10th decile (2003). When I arrived, African-American students had an API of 688. When I left, the African-American students scored an API of 808. I led Travis Elementary to its first Distinguished School Award in 2004.

As the founding Coordinator in Educational Services I worked with feeder school districts and a team of 60 teachers in the creation of an articulated bilingual curriculum and assessment system. We created a district-wide formative/summative assessment system, including performance based, multiple choice and writing assessments. Formative assessment results were returned to teachers within three days of administration.

I applied for the Consolidated Application, and led the schools in the development of Aligned school plans. I Directed the SCESD Migrant Program district-wide serving 3,500 students. Under my leadership, we initiated a process of using student outcome data to formulate our district Migrant Service Agreement. I led the district in seeking direct funding under Title I part C. During my tenure, we provided universal summer school to transitional English readers utilizing Direct Instruction.

I led the teachers in the creation of a school-wide discipline team resulting in reduced referrals, suspensions and expulsions.

In this position I was responsible for the creation of the Language Development Center, a multi-graded classroom for the acquisition of English and Core curriculum. I was presented with the Outstanding Bilingual Teacher CABE Chapter 31 award for the 1994-1995 school year.

I worked with migrant students providing individualized services to students during the day, and I taught extended day programs.
