Australia - Papua New Guinea

• Responsible for the design, delivery and implementation of complex environmental health, housing and infrastructure programs across the Torres Strait and Northern Peninsula Region with budgets in excess of $120m
• High level procurement and commercial contract negotiation and management skills across a range of domains including infrastructure, housing, service delivery and grants management
• Prepare complex briefings, business papers and ministerial and senate estimates briefs to support TSRA Board and Minister Indigenous Affairs including development of ‘intervention papers’ for the United Nations.
• Provide leadership and management to multi-disciplinary and cross-cultural teams (engineers, design consultants, community development practitioners etc.)
• Coordinate Arts and cultural sector activities in the Torres Strait region including a $4.2m upgrade to Gab Titui Culture Centre on Thursday Island.

Philippines

• Seconded via UNDP Office of the Presidential Assistant Rehabilitation and Recovery – Key role in production of the Typhoon Yolanda Post Disaster Comprehensive Rehabilitation/Recovery Master plan ($4 billion USD).
• Provided high Level technical advice on National and Sub-national Post-disaster recovery plans for key sectors including Social Services, Livelihoods, Resettlement and Infrastructure.
• Obtained Presidential approval of Yolanda disaster recovery plan October 2014 (8000 pages, 8 volumes, 20,000 projects).

• Provided high level strategic policy, planning and project technical advice to support the PNG/Australia ‘Joint understanding on health, education and law and Order’ ($420million AUD)
• Lead joint DFAT/PNG Government procurement team to develop Lae ANGAU Hospital Masterplan Project $207 million AUD Australian Government investment (total investment $500 AUD (PNG).
• Developed and gained approval terms of reference and procurement strategy for $25 million (AUD) multidisciplinary Technical Engineering Enabling Unit.
• Provided key strategic planning and policy advice on Joint Understanding projects (PNG University essential infrastructure ($40m AUD), Port Moresby Magistrates Court Complex Masterplan ($19m AUD), Ramu-Madang Highway.

• Directed Indigenous Employment and Workforce Development Strategies across Northern Territory
• Responsible for monitoring, evaluating and reporting on performance of a large Alliance construction consortia (Earth Connect Alliance) contract value $110 million AUD
• Addressed performance management concerns and advised Government on the termination anddemobilisation of the Federal Government contract. Served as General Manager (Earth Connect Alliance)after government cancelled.
• Provided high level policy advice to support joint Northern Territory and Australian Government - Joint Steering Committee on Indigenous Housing and Infrastructure and provided wide range of detailed high-level.

Australia

• Managed a team to provide high-level corporate and operational advice for Australian Government Personnel deployed across the Asia/Pacific
• Contract management for in-country logistics service providers throughout Asia/Pacific
• Designed and drafted procurement strategies and documentation for Australian Civilian Corps
• Developed, negotiated and coordinated AusAID's interagency Strategic Partnership Agreements (SPA) and Records of Understanding (RoU) grant mechanism
• Represented AusAID in national and international forums and events

• Managed multi-donor trust fund and reporting requirements $100million USD (EU, DFID, World Bank, Danida)

• Executive level direction and management of the 2006 Population Census in the Northern Territory
• Responsible for leadership and management of 1500 census field staff (28 Direct reports). Activities included intergovernmental laision, Territory wide operational planning, all recruitment processes and training.
• Developed and implemented a range of targeted strategies for diverse population groups (Indigenous, Migrants, Homeless)
• Managed media and communications strategies (crisis media spokesperson Northern Territory)
