Lead Developer for the Rules-Based Risk Engine (RBRE), a data analysis and collaboration application that identifies risky transactions using database queries expressing a range of business rules, calculates the weight of each transaction's risk, assigns a share of that risk weight to entities associated with the transaction, and aggregates the results to identify the entities with the most risk. The RBRE was the 2016 winner of the National Association of State Chief Information Officers' (NASCIO) State IT Recognition Award for Improving State Operations.Lead Analyst and IT Consultant for a National State Auditor’s Association (NSAA) Excellence in Accountability Award-winning audit of MassHealth's management of its Medicaid Managed Care Organization system. Designed and programmed proprietary product and pricing database and user interface for ongoing loan operations. Loan Pricing elements of system sorted rate offerings from various institutional investors along loan program lines and provided sales personnel with optimal price outcomes for individual clients.
