Manage a portfolio of over 100 research & development, service and supply contracts. Key Functions:• Prioritize and balance the needs of all supported programs and customers, taking into account the needs of the warfighter, government program managers, contractors, and the budget cycle.• Provide pre- and post-award contracting support to AFRL and other Department of Defense and Intelligence Community agencies. • Apply a wide range of laws, regulations and policies (e.g. FAR, DFARS, AFFARS, AFMCFARS, local agency policies, USCENTCOM policies, financial regulations) with the aim of managing the Government’s assumption of risk, while still exercising sound business judgment.• Write memoranda and position papers in support of acquisition strategies, tactics and negotiations.• Brief agency leaders on proposed acquisition strategies.• Write and issue Requests for Proposals (RFPs).• Conduct Source Selection activities.• Debrief unsuccessful offerors and exchange ideas to help improve the government’s next RFP and the contractor’s next proposal.
