About Brian Smart

Brian is a “Top 40 under 40” award winning Transportation Planning Manager for AECOM in Atlanta, Georgia and serves as the Planning Group Director for AECOM’s Georgia Transportation Business Line. He leads a local staff of planning professionals with subject matter expertise in several key planning disciplines. He served as Project Manager for the Georgia Department of Transportation’s (GDOT) Atlanta to Chattanooga High Speed Ground Transportation (HSGT) project, successfully completing a decade-long planning and environmental analysis resulting in the selection of a high speed rail corridor connecting the two cities, and was responsible for securing the Federal Railroad Administration’s (FRA) first combined Tier 1 Final Environmental Impact Statement/Record of Decision (FEIS/ROD) for a high-speed rail program project. FRA is now using the Atlanta to Chattanooga Tier 1 FEIS/ROD document as a guide and instructing project sponsors of other high-speed rail program projects to develop their Tier 1 FEIS/ROD documents consistent with that of the Atlanta to Chattanooga project.Prior to joining AECOM, he was the environmental protection specialist for the Federal Transit Administration’s (FTA) Region IV office where he was responsible for environmental planning guidance, particularly NEPA compliance, for transit projects and programs in the region. Brian led and supported development of alternatives analyses and coordination efforts for other multimodal planning projects and corridor studies. He provided leadership to Region IV’s planning staff and to project sponsors and transit agencies across the southeast. He organized the development of a NEPA training series for FTA Region IV staff, which was subsequently used by FTA headquarters staff to develop a nationwide series of NEPA training modules for all ten FTA regions. The training consisted of streamlining the NEPA process and developing effective NEPA coordination plans among Federal agencies and other stakeholders.
