    This command directs the planning and preparation for conflict in the pacific and if conflict were to arise, this command would command all combat forces. A headquarters of over 2,000 military, civilians, and contracts work directly for a four star general with a direct line to the Secretary of Defense. Products prepared by those in my office, the Directorate for Manpower and Personnel (J1), are briefed directly to congress and often hit the President’s desk.My main focus is as the Lead human resources liaison charged with managing the administrative requirements for Marines assigned to joint billets in the Indo-Pacific region. There are over 100 service members operating disbursed over six countries providing all manner of Human Resources actions to include talent acquisition (40% annual turnover). I am often tasked with project management, such as leading a cross functional team improving the onboarding and out processing for the Indo-Pacific region, improving readiness and preparedness for both civilians and military members. I also am charged with providing administrative support to two senior executives. Everything from managing calendars,screening phone calls, and booking travel. My supervisor, Colonel Manlee Harington, explained my actions as, “The go-to intermediary to solve significant joint and service specific issues and problems that required a high degree of professionalism and integrity. His work was often praised by the human resources director and the product that he delivered to me was ALWAYS on-time, accurate, well-researched, and presented in an organized manner.     This command is the higher headquarters for 7,500 active and reserve members disbursed across the United States to include Puerto Rico providing logistics support domestically and deployed overseas. I directed, lead and mentored nine full-time and five part-time administrative generalists who worked to support high tempo operations of a team supporting 75 local staff and managed the travel authorization and payment for 50 members totaling over $200,000 annually.I worked with the staff to create and implement a HRIS that tracked requests and requirements to completion. Aside from the day-to-day operations of the administrative requirements I also conducted six annual full-scope inspections of human resources operations for subordinate departments as part of a highly skilled and trained inspection team. I was also hand selected to serve as the executive assistant to the two senior executives. This required me to manage the dynamic day-to-day administrative operations and robust travel schedule. I also acted as the company’s adverse incident inspector representative, reviewing and advising the senior executive on ten highly sensitive investigative packages impacting the careers of over 50 employees.My supervisor, Col David Grant, summarized my impact to the command as, “GySgt Stacey has proven to be a valuable and distinguished asset to this command. An active duty Marine, he quickly educated himself on all aspects of reserve admin and has drastically improved the admin readiness of the 4th MLG. Highly capable of dealing with Marines, Sailors and Civilians, he is the admin problem solver for 4th MLG. Tremendous potential.”

    As the detachment commander of seven Marines in Yerevan, Armenia from 3/15 - 7/16, I am responsible for the internal security for all those working within the embassy. Managed an annual operating budget of $250,000 and accountable asset/equipment totaling over $10 million. Having been put in this new situation, now responsible for the preparedness to react to real life human events such as intruders, bomb threats, natural disasters and fire emergencies I dealt with adversities in leadership. Once faced with these challenges and some failure, I worked to better my personal leadership attributes while working with my team to strengthen the detachments effectiveness.My supervisor, Capt Alex Lang, explained my attributes which helped turn around our detachment as a, “His perseverance is evident by the turnaround of his detachment over the course of the last seven months. GySgt Stacey’s determination and mentorship fostered a relationship of trust and esprit at his post that will have long lasting effects with his Marines going forward. His competitive spirit and pursuit for excellence kept his Marines focused and inspires confidence in his ability to operate geographically dispersed.”As the detachment commander in Chengdu, China from 7/16 - 10/17, I build upon the leadership and operational experience by expertly managing the pay and compensation for five local Chinese employees who provided valuable support to the Marines in my charge. After understanding the lack of local security threats I planned and executed a surprise 24 hour preparation drill leading to enhanced security posture of the entire consulate. My supervisor, LtCol Jonathan Vaughn, detailed the outcomes from my performance as, “He set a tremendous example for other detachment commanders in the region to follow by conducting a multi-day operational drill. The drill received praise from the Ambassador and the lessons learned were shared throughout the region."

The organization is made up of a joint military force, civilians, and contractors working 24/7 both domestically and abroad. I was hand-selected to serve as the stand-alone administrative manager/liaison for a joint military team supported by civilian and contractor personnel. Quickly turned to as the subject matter expert responsible for the proper execution of service and joint command human resources. I took over in this position following a period in which the position had been neglected due to substandard support. I advanced it to meet the high-paced and technical demands of the mission and professionals in the organization.I was required to take on additional duties outside of the standard human resources portfolio due to escalation in direct combat support. Part of this additional requirement was to provide senior enlisted support and strategy. Being placed in these positions continued to build on the experience gained in the past but now also advising and leading senior civilians as well as other military members. My supervisor, CWO3 Mike Smith, explained the value I added when he said, “SSgt Stacey has exceeded my expectations, as he continued to accept more collateral duties and challenges. Given the unit's stressed manpower and high operational tempo, SSgt Stacey continued to learn new skills and take on roles outside of his primary occupation and rank. This Marine continued to showcase his multiple talents, especially during mission planning meetings, as he would provide sage advice on numerous administrative requirements for each mission. SSgt Stacey has become a valued member at this unit, due to his professionalism, proficiency, and judgement. More specifically, he has developed into a complex problem solver that provides effective results.”

All of which created a highly dynamic workplace with frequent last-minute travel, budget and operational support requirements. I assisted in creating and utilizing a number of custom checklists to assure the accurate data processing of over 7,000 transactions with pay, benefits, and promotion implications.     I was hand-selected to assist in implementing a new military unit, the Marine Special Operations School as an administrative and operations specialist. This command was charged with developing an assessment, selection, and certification course for Marine special operators while also training special operation teams prior to deployment across the globe. I specialized in Administration, operations, and training to support the instructor cadre. Additionally, I assisted in preparing platform training and exercise support spread across three states and aboard multiple naval vessels. During this period of war and uncertainty, senior headquarters personnel was needed to participate in front lines operations, as an E5, I was thrust into a senior leadership role where I assumed the responsibilities of an E9 who would normally have 20 years more experience. Again, the knowledge and on-the-job training paved the way for development and future leadership opportunities.During this period with a lack of personnel support, I was forced to find creative ways to schedule and track training which led to a first of its kind tracking and communication information system. These challenges drove me to thrive by preparing, planning, and sharing information across all levels of the organization. My supervisor, LtCol Sean Conley, spoke highly of my impact and maturity with such words as “Sgt Stacey is hands down the best Admin NCO I have served with in 21 years of service. Maturity, judgment, candor and discretion have made him a sounding board for the Commanding Officer and all senior officers in this command. Professionally he is without peer in his community.”

    I truly cut my teeth as a new enlisted Marine with Special Operations Training Group (II MEF). This unit was charged with training all Marine Expeditionary Units on the east coast prior to deployment to the middle east. Having the opportunity to work and learn from such a dedicated and experienced group of men and women created an impenetrable foundation for my career. I specialized in administration but due to the new war on terror, personnel changes thrusted me into operations and training. This opportunity provided me with experience beyond my years which gave me insights and allowed senior enlisted and officers to entrust me with direct support of the instructor cadre.
