I spent the last thirty (30) years performing all aspects of Program/Project Management while writing and capturing requirements at the detail level using Unified Modeling Language (UML), Rational Unified Process (RUP) and Agile Methodologies, which enables the development contractor to comprehend user requirements (Business, Functional, Technical) and accomplish application software development. The following Software Development Methodologies that I have managed are Waterfall, Spiral, Iterative, Agile, and a modified iterative waterfall process using RUP. I am directly involved in all aspects of software development including Software Quality Assurance (SQA), Test Manager, and Project Management. I have excellent oral and written communications skills. I have over twenty years of experience in budget, accounting and financial management gained through the United States Air Force (USAF). Experience includes planning, programming and budgeting of annual funding needs for one or more future budget years. Knowledge and experience of budget and accounting principles, public laws, methods, regulations, policies and procedures that govern appropriation accounts, general ledger accounts, expense accounts, expired and closed appropriations. Brian has the excellent ability to determine and recommend policies/procedures for improvement in the software requirement development of computer operations. Current Security Clearance – Moderate Background Investigation (MBI).
