Provided consultancy services to PCCW that included the design of cutting-edge satcom solutions in vertical markets including oil & gas, cellular backhaul, finance and maritime. This demanded a deep knowledge of the available satellite spectrum and the latest satcom hardware – especially that providing efficient spectrum usage. My teleport experience and knowledge of systems design and engineering tools such as link budgets was key. Provided support to Bid Management during complex cases. Where necessary I developed new products to satisfy customer requirements, the latest being a remote, solar-powered, cellular BTS.

In this role I used many of my skills to develop new products such as:• Circuit restoration via satellite of traffic on faulty fibre cables.• Backhaul by satellite of cellular traffic from remote BTS sites.• Solar-powered cellular BTS suitable for very remote locations• Rural telephony systems and telecentres.Managed various projects including the deployment of 85 VSATs in rural areas of DRC. Developed business cases for new projects, monitored the company's use of satellite spectrum and advised senior management on the feasibility of new projects. Gave training to sales personnel concerning new products and certain aspects of satellite technology.
Cameroon
During this contract I managed on-time and within budget a project to lay a 50km fiber optic ring around Douala, Cameroon's economic capital. At the same time, I participated in a project to advise the Cameroon government concerning the feasibility of the expansion of the GSM networks in Cameroon and the landing of additional submarine fiber-optic cables.
Chad
TQUAL was an underperforming company in Chad, created to lay a $20m fibre optic cable from N’Djamena to the border with Cameroon. Its employees comprised 25 expats and up to 500 nationals. Using my skills and experience, the company was restructured resulting in a reduction of OPEX of 30% and an increase in output (km of cable laid per day) of 80%. This was achieved by:• Introducing objectives and accountability• Motivating staff• Improving project planning• Improving operational and financial procedures• Improving resource planning and deployment.The project was completed on time and within budget.
Charleroi Area, Belgium
During this contract, I audited several of Gateway’s technical installations and trained engineers in Nigeria, Kenya, Tanzania, Mozambique, Cameroon and Belgium in order to achieve a significant increase in QoS. In certain cases, I provided guidelines for the development of procedures and training policies. I also assisted teams to resolve complex technical problems. I provided sales leads whilst leveraging a large portfolio of high-level contacts in African PTTs, operators and industry. Finally, I managed the implementation of DVB-S2 satellite hub stations in the USA and Germany.
Cameroon
This high-tech company was created from the remains of the sale of GlobalNet to MTN Cameroon. As CEO, I was responsible for budget, CAPEX, OPEX, P&L, HR, supply chain, strategy, sales, marketing, bizdev and training. We opened offices in 5 strategic departments of Cameroon and created a network of 30 sales and service points for a new range of MTN and CanalSat products. I trained and motivated a staff of 75, enabling Avilyos to become the prime provider of technical services to MTN-NS. Avilyos installed for MTN a network of DOCSIS Internet base stations, a network of Redline WiMAX base stations, Radwin PTP and PTMP stations, 3000 CPEs and numerous microwave links and GSM BTS. I oversaw the joint development with MTN of a service delivery platform incorporating OSS, BSS and CRM functionality. I led the company in the establishment of the first digital TV station (DVB-T) in the region, providing 25-channel coverage to Douala and surrounding areas. We provided VSAT hub services and space segment to banks and breweries in Cameroon, Chad, Central African Republic, Gabon and Burkina Faso, and satellite uplink facilities to local TV and radio stations. Training was provided to the Cameroon Regulatory Authority and to clients of the Centre de Maintenance des Télécommunications, Lomé, Togo.

Developed and directed this Cameroonian company towards achieving its exit strategy and eventual sale to MTN. Established the first private teleport in Central Africa providing TDMA and SCPC/DAMA services in the sub-region. Managed all operational aspects of the company including the installation of 75 VSATs in the sub-region and numerous last mile solutions. Prepared and presented training on satellite telecommunications at CMTL,Togo.
Norway
Provided technical consultancy services for the enhancement of the Mercure telecommunications network in order to connect UNEP offices worldwide. Advised UNEP concerning the procurement of satellite space segment. Performed feasibility studies concerning the availability of space segment serving Africa and the use of the African fibre optic infrastructure.
Greater Los Angeles Area
Developed STM’s business in Sub-Saharan Africa, eventually increasing regional sales 3-fold. Created STM office in Lagos and established multiple VSAT hubs in Nigeria, Cameroon and Burkina Faso. Contributed to the development of new products and services. Designed and managed the installation of a 25 VSAT voice and data network for BEAC (central bank of Central African states), eventually upgraded to include video conferencing. Designed and managed the installation of numerous banking networks in W. and C. Africa.
Geneva Area, Switzerland
Managed on time the implementation of a 20 station SCPC/DAMA VSAT network and ‘last mile’ wireless solutions for the UNHCR. Audited UNHCR telecom installations in Bosnia, Yugoslavia and Croatia and devised solutions for sharing telecom facilities with other UN bodies. Advised the organization on the resolution of complex technical problems and the design and implementation of leading edge solutions. Trained UNHCR management and engineers in satellite communications.

Prepared RFPs for telecom projects approved by the World Bank. Provided consultancy services for the implementation of a VSAT network to provide communications between the World Bank Washington HQ and its field offices worldwide. Advised the Bank in all areas relating to satellite communication networks.

Evaluated proposals and managed projects for the design, implementation and management of satellite communication networks. These included a 10 station “backbone” earth station network for carrying traffic among the UN’s major offices and a 75 station “thin route” VSAT network for communications among the smaller offices and field offices. Advised the UN on all aspects of satellite communications and participated in meetings of the UN Inter-Agency Telecommunications Advisory Committee (ITAC).

Negotiated intersystem coordination with over 25 non-Intelsat networks at the highest level with Administrations worldwide. Reported directly to the Intelsat Board of Governors, advising it of the technical and economic harm that these networks would cause to Intelsat. Performed spectrum planning and regulatory activities in accordance with ITU and FCC regulations. Evaluated transmission plans submitted by Intelsat customers. Participated in ITU-R Study Groups. Performed studies to determine the optimum orbital locations for new Intelsat satellites. Performed studies to quantify the interference between carriers using different MODCODs. Managed various software projects including a $2.5m project for the automation of Intelsat regulatory activities. Also managed a $1.2m project for the digitalization of thousands of satellite footprints and the use of these footprints in interference analyses (world first!).
