Responsibilities include: Confirm appropriate procurement method is used based on the scope of work submitted by the Owner/User department. Create and negotiate procurement schedules for each project to successfully meet Owner/User department deadlines and expectations. Review scope of work, specifications, and/or plans and drawings. Research, prepare, and issue solicitation and contract documents in accordance with Agency policy and procedure. Conduct and present at Pre-Proposal meeting, Site visits, Public Bid Openings, SOQ Evaluation meetings, interviews, and develop negotiation strategies. Conduct responsiveness and responsibility checks of bidders and proposers. Perform cost/price analysis of bidders and proposers in determining the reasonableness of the bid or cost breakdown provided by the submitter. Coordinate and collaborate with internal departments such as Diversity, Finance, Legal, and Risk Management to ensure Contractors/Consultants are compliant.Contract Administration: Administer assigned contracts in accordance with the terms and conditions of the contract. Provide assistance and guidance to Owner/User department on contract administration questions. Review and approve contract change orders or modifications for contractual compliance and adherence to agency policy and applicable federal requirements. Participate in the review and coordination of monthly invoices for A/E contracts and pay applications for construction contracts. Participate and support contract closeout for A/E and Construction contracts in accordance with the contract, agency policy and procedures and federal requirements, if applicable.
