Accomplishments included:-Directed the implementation of Guam's first digital permitting system, accommodating around 1,400 annual permit actions and reducing permit processing time by 85%.-Crafted the territorial response and messaging strategy addressing the unregulated pesticide dieldrin, detected in 81% of Guam’s water wells, including leading the development of the final proposed Interim Action Level.-Built programs, developed processes/training for Guam’s environmental review and permitting system to support growing DoD construction (~$2 billion per year, including the first Marine Corps Base built in 50 years), while ensuring protection of health and the environment.-Led the revision of Guam’s SDW Statute and Regulations; steered its adoption, then obtained Guam’s first new SDW rule delegation (primacy approval) in 30 years.-Initiated and led the public/private stakeholder coalition that promoted and then drafted legislative and regulation amendments to modernize Guam’s regulation of septic systems.-Led Guam’s water emergency response to Super Typhoon Mawar (2023): supervised 30+ federal/territorial responders from multiple agencies; inspected 138 water vendors, 35 hotels, and the island’s 9 public water systems.
