As lead policy expert for Office of Public Policy (OPP) state relations operations, I identify and develop solutions for problematic legislation/regulation across 50 states while leading internal and external state communications efforts. I am also responsible for leading our group's federal lobbying compliance and state contracting efforts.Identification efforts include reviewing 300+ bills, regulations, and state hearings targeting financial regulation, arbitration, pay-equity, accounting, cyber-security, tax, and tort reform proposals. I coordinate regular public policy and strategy meetings with firm’s senior leadership, financial service and tax policy teams as well as outside consultants to understand how policy proposals directly affect the firm, our people and our business model. I represent EY and our point of view in meetings with legislators and trade associations, including New England Council, Republican Governors Association, US Chamber of Commerce and American Tort Reform Association. To provide solutions, I draft white papers, fact sheets, and grassroots materials that shape policy makers’ opinions on our issues, an integral component of our multi-jurisdictional state lobbying efforts. Ihave drafted legislative and regulatory language that incorporates the needs of both the public and private sector, producing proposals that all sides see as a win. These efforts are done in coordination with our federal and global teams where appropriate to provide seamless and consistent outcomes.I lead firm and OPP compliance with federal lobbying requirements, including supervising quarterly / semi-annual federal lobbying reports and helping train internal staff on lobbying matters. For the state team, I coordinate with Risk Management on state compliance to protect our people and firm. Administratively, I've drafted $1+ million budget for multiple firms’ state public policy efforts and handle EY's state financial matters, contracting and payment systems.
