•Develop and maintain computerized database for monitoring and tracking of commodity, services, and construction contracts.•Develop procurement policies and procedures for contract administration and procurement.•Prepare complex Requests for Proposals, Invitations for Bids, and Requests for Quotes packages involving contractual services, consultants, equipment, supplies, capital improvements, and federal grants.•Work in the Emergency Operations Center to support critical City operations during emergencies.•Meet with internal customers to maintain strong working relationships and assist with developing complex Scopes of Work.•Research other agency bids and contracts, market conditions, and other resources to work on special projects and assignments.•Conduct pre-bid/proposal conferences, facilitate procurement Committee meetings and oral presentations; conduct bid and proposal openings; and hold contract kick off meetings with Suppliers, Accounts Payable, and internal contract users.•Evaluates bids and proposals to determine most responsive and responsible submittal; evaluates responses, pricing data, scope of services and contract terms.•Chair meetings with Departments and Contractors for the purpose of resolving problems and managing supplier relations.•Knowledge of cost and price analysis techniques sufficient to compare proposals and bids against previous history, actual expenditures, and established rates to determine an award and/or negotiation position.•Knowledge of business and industry practices to identify factors affecting contractor's cost, and to conduct on-site surveys to assess contractor's ability to perform.•Knowledge of writing techniques to enable facts to be presented clearly in memoranda, minutes of meetings, contract modifications, City Council agenda items, and supporting documentations.•Broad knowledge of government procurement regulations, contract law and all facets of government contracting.
