About Brian Gubin

I work for the Centers for Medicare and Medicaid Services. I have dealt with oversight, monitoring, and compliance of the Federally-facilitated Marketplaces (FFMs) with a focus on the under-65 health insurance market. I help develop policy and operational requirements to protect consumers enrolling in health insurance on the FFM s by developing statutory updates seeking to prevent consumer harm. This is an annual process that I have been tasked with leading. This involves coming up with policies to implement, leading workgroups to determine feasibility and obstacles, drafting the regulatory updates and accompanying text, and responding to public comment. This process had allowed me to gain experience managing and overseeing the work of my peers, conduct briefings to leadership and outside agencies, and provided me insight into the rulemaking process.Other duties include drafting correspondence to entities who are engaging in fraudulent or noncompliant behavior, conducting data analysis to determine trends in fraudulent or noncompliant behavior, reviewing and editing communications documents for internal and external use, and collaborating among different divisions and agencies, both within my organization and those outside.
