Leidos Decisions (Senior Cyber Program Manager) (2022 to Present)Responsible to provide program support to streamline operations of DHS Headquarters’ (HQ) Security Operations Centers (SOCs) and Network Operations Centers (NOCs) functions into a centralized Network Operations Security Center (NOSC). The NOSC responsible for Identifying, Protecting, and Detecting, Responding and Recovering of all Information Technology events in DHS HQ networks and information processing systems. DHS HQ is made up of various DHS components, offices and directorates. Each component has unique and separate requirements and operates in their specific mission space but are supported through supported by a common unclassified, general purpose local area network (A-LAN), the DHS HQ Network, Homeland Security Enterprise Network (HSEN). The data traversing the network is typically considered Sensitive But Unclassified (SBU) or Controlled Unclassified Information (CUI). Additional networks supporting HQ include the “B-LAN” at the secret classification level and the “C-LAN” which supports top secret classified data processing.

Customs and Border Protection (CBP) Office of Information TechnologyDeputy Executive Director (A) and Director Special Projects (2012 – 2014)Reporting to a Senior Executive Service (SES), leads day to day operational readiness support to ensure optimum network, application and deployed DHS Technology. Additional duties include Strategic Management, advance planning, deployment and life-cycle sustainment of a wide range of IT/Law Enforcement technology management activities supporting the CBP Mission. These duties include enterprise operational & sustainment strategic planning, capital planning and investment control, policy and standards development, resource management (staff and assets), knowledge management, architecture and infrastructure planning, facility development, life cycle engineering and configuration management. Manages a geographically dispersed team of Program Management and IT Professionals within the CBP Office of Information and Technology (OIT). • Directs projects supporting 59,000+ government and contracted employees at 1369+ Primary CBP Locations, 300+ Points of Entry and covering 5,380 miles of land border. • Project portfolio consists of over 25 CBP mission critical projects, most of which act as a force multiplier to CBP, responsible for safeguarding the nation’s borders. • Accelerated the transition of several delayed mission essential projects to a sustainment phase, resulting in a per annum cost avoidance of $7.725M. • Identified project impact analysis, devised an enterprise approach to project sustainment integration/consolidation, associated costing model, and staffing plan to provide a potential cost avoidance of over $38.1M over a 4-year period.• Developed teams that created result driven process efficiencies and effectiveness for Network Design Development and Lifecycle support for Interagency and Cross Border mobile communication network.• CBP First Responder and DHS Surge Capacity Force Volunteer.

Immigration Customs and Enforcement (ICE) – Office of the Chief Information OfficerEnterprise Operations Director/Change Management Director/ Program Manager (2011 – 2012)Led DHS ICE Network Operations supporting the CONUS/OCONUS infrastructure, and ensuring the network’s confidentiality, integrity and availability. Provided customer-centric and mission driven 24/7/365 support to our world-wide enterprise level Information Technology (IT) operations & maintenance (O&M) Services for 600+ offices and 33,000+ users (including mobile workforces). • • Developed the IT Change Management Process that integrated with newly deployed Federal Data Centers and other DHS Components. This process resulted in a 30 % decrease in unidentified outages and efficiencies through coordinated Network and Application Maintenance. Network Operations Center (NOC) and Infrastructure Defense Group (IDG) 2009 – 2011 Section Chief Responsible for managing and monitoring the ICE WAN data communications connectivity and end-to-end diagnostic support, providing NOC services 24/7/365 days a year, and LAN/WAN performance utilizing network management tools.Active Directory and Exchange (ADEX) Section Chief (2008 – 2011)Provided worldwide enterprise level Information Technology (IT) operations & maintenance (O&M) Services for 600+ offices and 30,000+ users (including mobile workforces). Managed the funding, evaluation and work execution for the ADEX Section of the Enterprise Operations Services Contract and eDiscovery. • Established the Contractor and Government Budget requirements by projecting the resource requirements, skill sets and portfolio necessary to support the strategic business plan.

Division Head/Senior Project Engineer - IT Business Development and Integration Divisions responsible for Network Operations, Application and Website Development and infrastructure sustainment. Supported a customer base exceeded 50,000 users worldwide on a secure network. Tasked with planning, budget (current and future), approval, implementation and evaluation of daily IT operation and services required to develop, maintain and modernize numerous Navy Information Systems, eBusiness websites and Document Management Systems. • Planned, managed, approved and implemented the Information Technology Budget, over 20% of the Command’s overall annual operating budget to support all SUBMEPP IT operations and services.• Managed the establishment or reuse of IT communication networks that supports 48 information system interfaces/communications, 30+ eBusiness websites and 60 major client/server information systems by using network and systems engineering to implement and integrate voice and data communication.• Created strategic partnerships, allowing for single data entry but multiple data usage to support various mission demands, resulting in shared cost avoidance in excess of $23M per annum. Enterprise Resource Planning (ERP) Program Manager (2006 – 2008)Responsible for the management strategies, methodologies, and processes used while responding to changes in the environment that affect the Navy’s Enterprise Resource Planning (ERP) deployment. Program Manager for the contract development and deployment of an integrated commercial off the shelf (COTS) solution package that was to integrate all Navy (Air, Surface, Carrier and Submarine) maintenance management systems along with financial and personnel management systems. This was a 5year $500M+ project (Acquisition Category 1A – Major Automated Information System) realigning the Navy Maintenance process and procedures into a single integrated business software solution.
