Thirty-five years experience in spectrum management and regulatory matters. Held various senior leadership positions in the UK regulatory authorities (Ofcom and the Radiocommunications Agency): Policy development and management of numerous spectrum awards; managed policy development and implementation regarding public mobile networks (e.g. GSM, WCDMA, LTE and associated technologies); negotiation of international frequency co-ordination agreements - terrestrial and satellite networks; development of UK's 'due diligence' procedures for satellite networks; Lead on policy development for the following satellite services - Fixed, Mobile and Science Services; drafting consultation documents,drafting responses to consultations, providing briefings, business plans; representational experience as a UK delegate or head of delegation at international study groups such as ITU-R, CEPT. Prior to working in the cellular and satellite sectors I was in charge of the UK Radio Investigation Service HQ specialist teams' dealing with RFI and EMC investigations/studies and compliance enforcement.Have been running my own consultancy company for the past six years advising clients on the above topics + EU acquis activities. Fellow of the Institution of Engineering and Technology (FIET).Specialties: Radio engineering - particularly related to cellular networks and satellite systems; RFI/EMC; options for awarding spectrum, auction design, spectrum pricing, licensing policy and related economic and competition considerations.
