The City of Atlantis is a vibrant full-service community that enjoys the comfort of small-town upscale living with convenient access to the amenities of larger metropolitan areas. The City is home to the prestigious Atlantis Country Club and Lost City Golf Club in what is known as one of the most aesthetically beautiful country club communities in the United States. The community’s largest employer, HCA Florida JFK Hospital has evolved into a multi-campus 819-bed medical center and recently invested nearly $200 million in the expansion and remodel of the Atlantis campus. The City has several public/private partnerships in various stages of development. If approved and constructed the projects total more than $400M in economic development. The City enjoys a healthy capital programming and reserve of 140% of annual operating with no debt service. Additionally, the City has reduced the tax millage rate in each of the last six fiscal budgets.

Marion County is the 5th largest county in Florida by area and maintains a population of 409,000. Governed by a five-member Commission, the County maintains 24 departments and a total annual budget of more than $1.4 billion. As the Assistant County Administrator, my responsibilities include the administration of eleven (11) departments, which included Fleet Management, Solid Waste, Facilities Management, Public Utilities, Planning and Zoning Services, Building Construction, MSTU, Airport Operations, UF/IFAS Extension Services, Parks and Recreation, and Office of the County Engineer. The departments were comprised of nearly 550 employees and budgets totaling more than $275 million.

The Village is a full-service affluent waterfront community with an annual budget in excess of $41 million and a seasonal population of 20,000 and offers such amenities as a municipally operated Jack Nicklaus Signature golf course and five-day per week backdoor solid waste collection. The Public Works Department managed the Village’s capital improvement program and professional engineering services (CEI).

West Palm Beach is the county seat and largest city in Palm Beach County, with a resident population of 125,000 and a day-time business population of 300,000. Senior management position directing the administration of construction contracts for capital/utility infrastructure projects, site development/redevelopment projects, and right-of-way construction permitting and administration. The Development Review Division was responsible for the review, approval, and permitting of private site development projects. The Construction Coordination Division participated in the design, planning, and management of all capital and utility construction projects. The Right-of-Way Permitting Division was in charge of administration and permitting of all private and franchise utility work in the public rights-of-way. Directed the construction administration staff charged with contract administration of capital, public works, and enterprise account construction projects. Directed the work of consulting engineering firms (CEI) staff in the design, planning, and management of capital and utility construction projects. Coordinated projects with local, state, and federal agencies, contractor, engineers, developers, and other city departments.Oversaw the execution of capital/utility construction projects and FDOT projects including LAP and JPA Agreements. The Community Emergency Response Team (CERT) Program trains volunteers in disaster preparedness for hazards that may impact their area and includes basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. The Teams have more than 100 volunteer members featuring a broad set of skills. Volunteer members are also assigned, through the Police Department, to community outreach initiatives, directed neighborhood crime prevention, and other civic programs.
