Specific responsibilities and accomplishments include the following:• Management of the 30-person Construction oversight and Shop Engineering teams that are responsible for the safe and efficient completion of projects. Developed a staffing model linked to the schedule update process that provides an accurateassessment of field oversight needs and has allowed for a 10% reduction in staff relative to the prior year while maintaining a consistent scope of work.• Development of the baseline quantity plan as well as the monthly forecast updates. Implemented process improvements to provide more accurate forecasts that has resulted in results above the median with respect to forecasting accuracy metrics.

• Assigned to ta regional energy company with a Rider as the Program Controls lead. Responsible for oversight of the consultant team providing project management, budget and cost controls, cost modeling, cash flow forecasting, schedule management, and risk profiling across multiple programs with various delivery methods.• Key deliverables include performing an initial gap assessment of existing policies and practices, drafting a Program Execution Plan, developing customized spend and commissioning models used to provide baseline and forecast values, developing Primavera scheduling tutorials for internal users, and creating automated reporting dashboards customized per stakeholder.

Responsible for the development of thought leadership and training materials as well as mentoring of staff. Technical tasks performed included budget and cost controls, estimating and value engineering, change management, schedule management, drafting of policies / procedures, dispute analysis, and system implementations. Specific assignments include the following:• Served as the Director of Program Controls for the Chicago Housing Authority for the $1.6B Plan for Transformation. As a Director of the 20-person team, responsibilities included cost and schedule management, master planning efforts, development of a long-term maintenance plan, design management, contract administration, audit preparations and responses, and reporting deliverables.• Program Controls Manager for the capital construction program of Northeastern University (MA). Tasks performed include resource planning and master program scheduling, development of formalized policies and procedures, assistance with recruiting new staff and development of associated training programs, and the implementation of a construction management software system.• Program Controls Consultant for the Merck Capital Program responsible for cost estimating, budget development, and schedule development / management.

Responsible for the successful execution of construction/controls-related engagements consisting of teams of up to 10 people. Retained as a subject matter expert providing the following services:• Construction Program/Project Risk Assessment• Contract Compliance Audits• Construction Dispute Advisory Services• Internal Controls / SOX ComplianceRepresentative engagements include the following:• Performed an audit of policies related to program controls and records retention attributes focused upon T&D and hydropower assets for Southern California Edison and provided recommendations to align with best practices.• Performed an audit of construction contracts related to environmental improvements as well as a gap analysis of internal company control policies for Ameren with a construction value of $300 million.• Provided support and analysis for a Denbury Resources pipeline project in response to a Claim on a $200M target price construction contract. The Claim was submitted for $100M and was settled at 8% of the requested value.• Provided an independent risk and project controls assessment for Consumers Energy that included the review of an $800M hydroelectric facility improvement program as well as a $125M emission control project.

Consultant to the Metropolitan Water Reclamation District working on the Hydraulic Improvement Project at the Calumet Plant with a construction value of $125M.

Involved in all phases of development from real estate acquisition through entitlement as well as master planning efforts and construction management for a nationally renowed senior care company. Projects were located throughout the Midwest with an aggregate construction value of $2.2 billion.

Provided oversight of construction activities while responsible for achieving schedule milestones as well as consultant construction administration tasks. Reviewed Change Orders from consultants and contractors as well as monthly payment applications and developed cost reporting template that identified trends.

Cost Controls Manager on the Program Construction Management team for the $800M Marquette Interchange Program in Milwaukee, WI.

Member of the Construction Management team for the Capital Improvement Program at the Chicago Airport System for projects with a construction value of $550M. Specific responsibilities within the Team included review of Contract documents during the pre-construction phase, development of Quality inspection plan and scope, preparation and negotiation of Change Orders, development and implementation of audit plan for consultants, review of progress update schedules, coordination of corrective actions for deficiencies, analysis of Claims and drafting of Dispute responses.
